public hearing on Friday, February 28, 2003 at 1:30 p.m. in the 
City Council Chambers on the 1st Floor of the County-City Building, 
555 So. 10th Street, on the following items.  Please note that members 
of the Board will tour the sites prior to the meeting.  For more
