2008 Call For Projects

New Freedom Programs

The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the federal transportation funding authorized for fiscal years 2006 through 2009, was enacted on August 10, 2005. SAFETEA-LU authorized two new federal programs that provide funding to support enhanced public transportation services.

2008 Call for Projects Shortcuts

The Federal Transit Administration (FTA) is authorized to administer these funds under the following programs:

Job Access/Reverse Commute (JARC) Program provides funding for local projects designed to transport low-income individuals to and from employment and employment related activities, and to develop transportation services for residents of urban centers and rural and suburban areas to suburban employment opportunities.

New Freedom Program supports new public transportation services and new alternatives to public transportation services to address the transportation needs of individuals with disabilities that go beyond those required by the Americans with Disabilities Act of 1990 (ADA).


The Lincoln Metropolitan Planning Organization (MPO) is the Federal Transit Administration (FTA) Designated Recipient for the Job Access & Reverse Commute and New Freedom Programs for the Lincoln urbanized areas. As the Designated Recipient, the Lincoln MPO is responsible for conducting a competitive Call for Projects to award the funds apportioned to those areas, contracting with selected sub-recipients, and ensuring compliance with federal regulations.

2008 Call for Projects

This is the initial Call for Projects by the Lincoln MPO for the metropolitan planning area released on February 1, 2008 with project applications due by March 14, 2008. Thank you for your interest in providing coordinated transportation services within the Lincoln area and for supporting the coordinated transportation planning goal.
