| NOTICE: | The Lincoln City/Lancaster County Planning Commission will hold
a special public hearing on the Comprehensive Plan Annual Review, Capital Improvements Program and
Transportation Improvement Program on Wednesday, May 21, 2003, at 1:00 p.m. in the
City-Council Chambers, County-City Building, 555 South 10th Street,
Lincoln Nebraska, on the following items. For more information,
call the Planning Department, 441-7491.
The Planning Commission will meet on Wednesday, May 14, 2003, 12:00 - 1:00 p.m. in Room 113 of the County-City Building, 555 South 10th Street, Lincoln, Nebraska for a briefing by City/County staff on the Comprehensive Plan Annual Review. |

1. Comprehensive Plan Amendment No. 03001,
(98 K) by the Director of Planning at the request of the
Public Works and Utilities Department, Parks and Recreation Department, and the Pedestrian-Bicycle
Advisory Committee, to update the Bicycle and Trails element of the 2025 Lincoln/Lancaster County
Comprehensive Plan.

Lincoln/Lancaster County Comprehensive Plan, to adopt the Southeast Upper Salt Creek Watershed Master
Plan and amend the Land Use Plan to designate land as Green Space or Agricultural Stream Corridor along
the 100 year flood prone corridor.

8. Comprehensive Plan Amendment No. 03008,
(257 K) by the Director of Planning, at the request of Charles
Wilnerd, President of Lancaster County Agricultural Society, to amend the 2025 Lincoln/Lancaster County
Comprehensive Plan, to change approximately 10 acres of Public/Semi-Public and Green Space to
Commercial Use at N. 84th Street and Havelock Avenue.

Had public hearing. Motion to deny failed 4-2 (Carlson, Larson, Taylor and Steward voting
'yes'; Duvall and Schwinn voting 'no'). Motion must have 5 votes to carry. Held over with

2003.
9. Comprehensive Plan Amendment No. 03009,
(410 K) by the Director of Planning, at the request of Jim
Hrouda, Mayor for the City of Hickman, to amend the 2025 Lincoln/Lancaster County Comprehensive Plan,
to adopt the Hickman Horizon Plan as an approved subarea plan and amend the Land Use Plan to reflect
Commercial and Low Density residential uses in the vicinity of Hickman.

rural acreage studies, at the request of the staff and the applicant.
10. Comprehensive Plan Amendment No. 03010,
(193 K) by the Director of Planning, at the request of Bob
Hampton, Hampton Development Services, to amend the 2025 Lincoln/Lancaster County Comprehensive
Plan, to change from Urban Residential to Commercial and minor modifications to the boundary between
Commercial and Urban Residential uses north of Interstate 80 between N. 14th and N. 27th Streets.

11. Comprehensive Plan Amendment No. 03011,

to amend the 2025 Lincoln/Lancaster County Comprehensive Plan, to revise the Community Center
commercial designation to designate specifically the northwest and northeast corners of 98th and O
Street as a Community Center; add a Neighborhood Center designation to the southwest corner of 98th and
Holdrege Street; revise the light industrial designation for a future "employment center" to specifically
designate an area northwest of 98th and O Street as Industrial; and specifically designate Commercial and
Industrial uses at 98th and O Streets and 98th and Holdrege Streets.

at S. 66th Street and Highway 2.

to change from Urban Residential to Commercial on approximately 7 acres on the north side of Highway 2
between the Pine Lake Neighborhood and Berean Church; and to change the use of commercial property on
the south side of Highway 2 at Pine Lake Road, currently zoned O-3 Office District, from office to retail in the
approved Southeast Lincoln/Highway 2 Subarea Plan.

Yankee Hill Road to S. 27th Street and Yankee Hill Road; move the Neighborhood Center designation from
S. 27th Street and Yankee Hill Road to S. 40th Street and Yankee Hill Road; and change the land use plan
to designate property to the northwest of S. 27th Street and Yankee Hill Road as commercial.

Comprehensive Plan, to move the Community Center commercial designation from 1/2 mile south of S. 40th
Street and Yankee Hill Road to S. 27th Street and Yankee Hill Road; to move the Neighborhood Center
designation from S. 27th Street and Yankee Hill Road to 1/2 mile south of Yankee Hill Road and west of S.
40th Street; and add industrial use at 1/2 mile south of Yankee Hill Road on the west side of S. 40th Street
for future "employment center".

to change approximately 44 acres of land from Urban Residential to Commercial, north of Highway 2 and
east of S. 91st Street, in the Land Use Plan and the Southeast Lincoln/Highway 2 Subarea Plan; and amend
text accordingly.

the northwest corners of Homestead Expressway and West Denton Road as a Community Center; revise the
light industrial designation for a future "employment center" to specifically designate an area northwest of
Homestead Expressway and West Denton Road as Industrial; and specifically designate commercial and
