Study Purpose and Scope
The adopted Year 2030 City-County Comprehensive Plan calls for an "Annual Review
of the Plan" to be completed each year as part of the community's on-going
planning process. The purpose of the Annual Review is to validate the
currentness and continued validity of the Plan, and to identify any amendments
that may be needed in the Plan to reflect changing conditions. The proposed
amendments may include modifications to the Plan's text, maps and illustrations,
or both.
Study Process and Timing
As part of the Annual Review process, the City-County Planning Department solicits
ideas from the community for potential changes to the Plan. (View Annual Review

This solicitation effort – along with an internal review by the Department of
the Comprehensive Plan – will result in a series of proposals being brought
forth to the City-County Planning Commission (PC) for public review and comment.
The Planning Commission will subsequently conduct a public hearing on the
proposed amendments. The PC public hearing for the current Annual Review is
set for Wednesday, May 14, 2008. This hearing will also afford the public an
opportunity to comment on the City's Capital Improvement Program (CIP) and
City-County Transportation Improvement Program (TIP).
Following the completion of its public hearing process, the Planning Commission
will forward its recommendations to the Lincoln City Council and Lancaster
County Board of Commissions. The Council and Commission will then undertake a
joint public hearing process in June or July, with action of the proposed
amendments likely to follow at separate meetings.
