Transit Development Plan Study Background

 

The City of Lincoln Public Works & Utilities Department/StarTran Division and the City of Lincoln-Lancaster County Planning Department have embarked on the formulation of a "Transit Development Plan" (TDP) for the City of Lincoln.

The purpose of this study effort is to identify near and long-term policies and action items that will enhance transit service in Lincoln. An integral part of this study will be a detailed public involvement effort including public open houses, stakeholder meetings, and public meetings of the appointed Advisory Committee.

Included in the formulation of the Transit Development Plan will be a comprehensive operations analysis (COA), development of near and long term transit service alternatives, updated service standards and policies, management options, and funding options. Urbitran Associates, an engineering, architectural, and planning firm headquartered in New York City, has been hired as the consultant for this project after a comprehensive search for a qualified transit planning firm. The findings of the Transit Development Plan will be used to develop updated concepts and goals in the City- County Comprehensive Plan, as well as to identify action items for the City to take to enhance transit service in Lincoln.

The Scope of Work for this study involves a seven-phased analysis approach designed to engage the community in helping define the future of transit services in Lincoln. Varied public involvement efforts and events will be used to provide numerous opportunities for the community to offer insights and opinions throughout the study process.

The study process begins with the collection of a wide range of base information regarding past and present transit studies and transit operations data. StarTran is a source of much of this background information. A Comprehensive Operations Analysis (COA) will then be conducted to develop transit service area characteristics and a transit service review.

With this wealth of data and background information, along with results of ongoing public input and involvement, updated service standards and policies will be developed. Following this, a comprehensive effort will be conducted to develop near and long-term transit services alternatives. At the same time, organizational and funding options will be developed.

A draft and final report will then be developed to include the findings of the previous phases of the project. The report will be provided to the Advisory Committee and will be presented to the StarTran Advisory Board and other groups. The study schedule expects this project to be completed in early 2007.

Assisting in the study effort will be a 13 member Advisory Committee that includes the entire StarTran Advisory Board and other individuals representing a range of community interests. This committee will work closely with city staff and the consultant team to help develop the Transit Development Plan.
