This figure illustrates the "Safe Gap-Blockade Concept". In order to safetly cross a street, the pedestrian must be assured the occurence of natural safe gaps in moving traffic. Where such gaps occur infrequently, traffic control devices must be installed to create the artificial safe gaps.
