Traffic Studies and Evaluations for Lincoln's Arterial Streets


2002-2003 Report

It is the goal of the City of Lincoln, Public Works and Utilities Department, Engineering Services Division, to monitor the City's main arterials over time. Approximately every three years, each arterial should be monitored to track traffic patterns, growth and operations. In Spring 2002, the City again contracted with a local engineering consultant to conduct an analysis and study of traffic conditions on nine arterial corridors to use as a framework for future arterial evaluations. Along these nine corridors, travel time and intersection delay studies are being conducted with the goal of improving traffic operations through modified signal timings, rather than by widening City streets or other physical roadway improvements.

This report summarizes four tasks to be conducted as part of this project. These tasks include:

  1. Conducting "before" and "after" travel time studies along nine study corridors, including:
    • 9th Street ("Q" Street - Van Dorn Street)
    • 10th Street ("Q" Street - Van Dorn Street)
    • 16th Street ("W" Street - South Street)
    • 17th Street (Vine Street - South Street)
    • "O" Street (9th Street - 33rd Street)
    • Normal Blvd./Capitol Parkway/"K" & "L" Streets (9th Street - 56th Street)
    • Superior Street (I-180 - Cornhusker Highway)
    • Cornhusker Highway (11th Street - Superior Street/Havelock Avenue)
    • 27th Street ( Kensington Drive - Van Dorn Street)
  2. Conducting "before and "after" intersection delay studies along the same nine corridors listed above.
  3. Conducting general data collection activities, including 6-hour turning movement counts at 100 signalized intersections and 48-hour mechanical ("tube") counts at 75 street segment locations along selected arterial streets and performing signal timing optimization and coordination analysis for the nine study corridors.
  4. The primary focus of these evaluations has been to monitor traffic conditions during the three peak traffic times during a normal weekday (7 am to 9 am, 11 am to 1 pm, 4 pm to 6 pm). Other corridors which have been evaluated in Phases I and II and the year they were evaluated are:
    • 27th Street ("O" Street - Old Cheney Road) - Spring 1998
    • 33rd Street (Cornhusker Highway - "A" Street) - Spring 1998
    • 40th Street (Randolph Street - Duxhall Drive) - Spring 1998
    • 48th Street ("O" Street - Nebraska Highway 2) - Fall 1998
    • 56th Street ("R" Street - Old Cheney Road) - Fall 1998
    • Superior Street (I-180 - Cornhusker Highway) - Fall 1998
    • Cornhusker Highway (11th Street - Superior Street/Havelock Avenue) - Fall 1998
    • Holdrege Street (27th Street - 70th Street) - Fall 1998
    • Randolph Street (Capitol Parkway - 56th Street) - Spring 1998
    • South Street (9th Street - 56th Street) - Fall 1998
    • Old Cheney Road (Warlick Boulevard - Nebraska Highway 2) - Spring 1998
    • 27th Street ("O" Street - I-80) - Fall 2000
    • 48th Street ("O" Street - Superior Street) - Fall 2000
    • 70th Street ("O" Street - Havelock Avenue) - Fall 2000
