Water Main Improvement Project

Lincoln's growth will continue to put additional demands on the City's water infrastructure. The City of Lincoln Public Works and Utilities Department is preparing for that growth with the construction of a 54-inch diameter water transmission main along Holdrege Street from about 87th Street west to Carlos Drive, then south along Carlos Drive to connect to the existing 54-inch water main at the intersection with East Avon Lane.

During the design phase, the City hosted a public information meeting within the project area. The design is now complete, and the City has acquired the necessary temporary and permanent easements. Judds Brothers Construction of Lincoln was the low bidder and has been selected as the general contractor for the project.

This fact sheet provides information to property owners and residents in the neighborhoods adjacent to the project. Frequently Asked Questions

How long will construction last?
The entire project is scheduled to be complete by June 15, 2008. Certain portions of the work will be completed in different phases. The construction phases are anticipated as follows:
  1. Boring under 84th and Holdrege streets
  2. Carlos Drive sanitary sewer-East Avon Lane to Starr Street
  3. Carlos Drive water main construction-East Avon Lane to Holdrege Street
  4. Holdrege Street and Carlos Drive intersection
  5. Holdrege Street/Carlos Drive to 84th Street
  6. Holdrege Street, 84th to 87th streets
When will construction begin?
The contractor will begin preparing for construction the week of July 23rd.
Will I have access to my driveway during construction?
Holdrege Street will have lane restrictions at times, and it will be closed for a period of time at the intersection at Carlos Drive. We anticipate that residents will be able to use their driveways throughout most of the construction process. Carlos Drive residents will have access except during times when the trenching, pipe laying and re-paving are occurring in the immediate area. During these operations, the street will be closed to that portion of the traffic. Residents will need to park on side streets at certain times. The contractor will not close off access to more than one side street (East Avon Lane, West Avon Lane, Starr Street) at a time.
What will happen to sidewalks and driveways?
If the project creates a need for it, the City is responsible for sidewalk and driveway replacement or repair.
How will people who are elderly or disabled get to their homes?
We are asking people with special needs to let us know so that we can inform the contractor of any accommodations that may be necessary. People with special needs will get information directly from the Contract Administrator or On-Site Observer about how to get to and from their homes.
Will trees need to be removed?
A number of trees will need to be removed to allow space for large equipment to dig the trenches and lay the pipes. Many trees on Carlos Drive are fully mature and hang over and into the street. This makes it difficult to get the equipment needed into the area and maneuvered in a way to complete the work without damage to the trees. Most of the trees along the west side of Carlos Drive will be removed. The City has designed the project so that as many trees as possible along the east side of Carlos Drive can be saved. However, some trees along the east side of Carlos Drive will be removed to allow for sewer service reconstruction.
The project team considered the option of just trimming the limbs along the street, but because the trees are so large and have a large canopy, they would be very heavy on the side that was left untrimmed. There would be a risk of the trees toppling over if only one side were trimmed.
Another perplexing problem is that the roots under many of the trees would be severely damaged due to the trenching. This would weaken the trees even more, and it would increase the safety risk. The City makes every effort to avoid removing trees whenever it is possible, however, the City must consider the safety of citizens and their properties as its most important goal.
Will the City replace trees that are removed?
The City will replace a number of the trees after construction is completed.
What about mail, garbage and newspaper service?
We are working with the Post Office and private refuse service providers to coordinate plans for continued service at impacted locations. The Contract Administrator will inform individual residents of how these services will be handled as construction moves through a particular area.
Will there be changes in the bus route?
Currently the bus travels on Carlos Drive from West Avon Lane to East Avon Lane. There will be temporary modifications to the route during construction on Carlos Drive. StarTran will inform people who use the bus through flyers, the City's Web site and other information sources.
