May 2, 2014 Construction Update

The weather continued to provide challenges to the construction activities during the last week, but the upcoming week looks favorable for work to be accomplished. Despite the weather, a number of project areas continue to be completed. To stay on track and continue to progress, some work in additional phases of the project has been started. As the work continues to advance into these areas, please remember that all businesses remain open throughout the course of the project. Sidewalk closures do continue to change on a regular basis, so please pay attention to the pedestrian routing that is in place when trying to access a particular business.

One important change to be expected is the closing of 13th Street between "P" Street and "Q" Street, which is scheduled to begin on Monday, May 12. This closure will be necessary to allow for the installation of storm sewers and relocation of a traffic signal pole. These work items will coordinate with the completion of the Civic Plaza Project and allow it to remain on track for completion this summer. Another change that will take place as a part of this work is the closure of the sidewalk around Civic Plaza that is currently routed in the streets behind water-filled barricades. This sidewalk will not be available to pedestrians, and businesses along the north side of "P" Street between 13th and 14th Streets will need to be accessed from the east. While inconvenient, this sidewalk closure is necessary to maintain the schedules of both projects and help the contractor to continue toward completion at the end of the summer.

Work along the south side of the street between 11th Street and 12th Street is taking place to complete installation of the light pole bases. Some temporary street lighting will be installed on this block in the coming weeks.

Work along the south side of the street from 12th Street to 13th Street continues. The southwest corner of 13th Street is nearly complete with the planting areas and bioretention area to be finished. This work can be expected to take place over the next week.

The work on the south side of the street between 13th and 14th Streets continues. The contractor has been maintaining a pedestrian corridor along this block, allowing access to the businesses while they complete the work with the underground silva cells and parking setback areas. Access to the University Square parking garage is available for all entrance and exit lanes. The completion of the underground silva cells and bioretention areas around the Rococo Theatre are taking place while having to carefully work around utilities and basements. The bioretention area at the southeast corner of 13th St. has been delayed by numerous utilities, but a plan is in place to complete this area.

The work on the east side of 14th Street from "O" to "P" Streets has slowed due to the weather. The contractor has maintained the pedestrian corridor with access to all businesses. The utility work and silva cell construction on this block is complete. Some additional work near "O" Street will take place to remove the parking setback, and the forecasted weather should allow for paving to begin to be poured back along the block. The alley return should be expected to close down for removal and replacement, and will be reopened as soon as the concrete is cured.

The contractor has restored most of the pavement on the south side of "P" Street from 14th Street to Centennial Mall. They expect to pour the sidewalk back beginning in the middle of the coming week.

The intersection of "P" Street and Centennial Mall is currently reduced to one lane with all traffic shifted to the north side of "P" Street. Work has taken place ahead of schedule and is expected to allow two lanes of traffic to be reopened ahead of the May 13 deadline. Please watch for these changes in traffic to occur next week. The contractor has poured all of the portions of the intersection during the last week despite the weather. The signal at Centennial Mall continues to be turned off for the duration of this work, allowing traffic to move through the intersection with less restriction. The pedestrian crossings are closed and pedestrians detoured to the nearest signalized intersections. Both the Nebraska History Museum and the Lincoln Children's Museum continue to be open and accessible.

The north side of "P" Street from 11th Street to 12th Street is under construction and progressing quickly despite the weather. The contractor has demolished nearly all of the pavement and sidewalk. This will allow the beginning of the work to install storm sewer and to restore the pedestrian corridor along the businesses. The sidewalk corridor is currently open near to the building fronts, and access to all businesses is being maintained through the duration of this work. A large portion of the parking setback is to be poured this afternoon, and once the concrete cures, the contractor should be able to perform the remaining work on this phase utilizing this area.
