Welcome to Lincoln's Recovery Act Website

The American Recovery and Reinvestment Act, known to many as the stimulus bill, became law in February. The goals of the Act are to improve our nation's aging infrastructure while creating and maintaining jobs during this national recession.

The funding programs identified in the stimulus bill give the City of Lincoln an opportunity to take positive steps forward in both infrastructure improvement and job creation. An example is the $9.3 million coming to Lincoln for streets and roads. Combining those dollars with additional City funds allows us to rehabilitate and improve about 310 blocks of existing arterial streets. That will create or maintain hundreds of jobs.

Information for each program identified in the stimulus bill is being released by the appropriate federal agency on a daily basis. As we receive this information, we will analyze it and identify any potential City projects that are eligible to use the stimulus funding.

I also want to take a moment and thank our very own Senator Ben Nelson, who played a key role negotiating a bi-partisan solution. We are grateful for his efforts on behalf of the City of Lincoln.

Recovery Act Overview

The American Recovery and Reinvestment Act (ARRA) was signed into law by President Barack Obama on Tuesday, February 17th, 2009. The purpose of the ARRA is defined below:

  • To preserve and create jobs and promote economic recovery.
  • To assist those most impacted by the recession.
  • To provide investments needed to increase economic efficiency by spurring technological advances in science and health.
  • To invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits.
  • To stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases.

The ARRA includes tax cuts, unemployment benefits and funding for education, health care, and infrastructure. The full text of the Recovery Act can be accessed on the web site. President Obama has stressed that transparency and public involvement are vital components of the the ARRA implementation process.
