City of Lincoln Urban Development Housing and Real Estate Division Summary of Housing Rehabilitation and Home Ownership Programs

• For homeowners with 1-4 living units
• Property must be within the city limits. Properties in low-moderate income areas receive highest priority. (See street index - 106 K pdf or map) - 615 K.)
• Annual income cannot exceed 80% of Lincoln median income
• 0% interest loans for up to 10 years, by participating lenders
• For eligible repairs and improvements (call 402-441-7864 for more information)
• Complete a pre-application (95K pdf) and return it to the Urban Development Department, 808 P Street, Suite 400, Lincoln, NE 68508

Emergency Repair Loan Program

• For emergency repair, such as replacing furnaces, water heaters, dangerous wiring, etc.
• For homeowners within the city limits
• 0% interest deferred payment loans
• Income cannot exceed 50% of Lincoln median income

First Home Program

• Must not have owned a home in the past 3 years (some exceptions -- call NeighborWorks®Lincoln, formerly Neighborhoods, Inc. at 402-477-7181 for information)
• Must live on the property
• Property must be within the city limits
• Annual income cannot exceed 80% of Lincoln median income
• Must attend and complete Homebuyer Training offered by NeighborWorks®Lincoln, formerly Neighborhoods, Inc.

Direct / Deferred Loan Program

• Available only to applicants whose HILP loan has been denied by the bank,
• For homeowners with 1 - 4 living units
• Property must be in low- and moderate-income areas. (See street index - 106 K pdf or map) - 615 K pdf.)
• Annual income cannot exceed 80% of Lincoln median income
• For eligible repairs and improvements -- call 402-441-7864 for more information
• Direct loans at 0% interest with maximum terms of 20 years
• Deferred loans at 0% interest are available only to applicants who have been denied a Direct loan.

Demolition of Secondary Structures / Tree Management Program

• The property must be within the Neighborhood Revitalization Strategy Area. (See street index - 97 K pdf or map - 3.28 M pdf.)(NRSA) (street index - 97 K pdf)
• Available only to homeowners whose household income does not exceed 50% of the Lincoln median income) or owners of a residential rental property of which over 51% of the tenants have incomes that do not exceed 50% of the Lincoln median income.
• Higher income limits may apply for specific Focus/Target areas within the NRSA -- call 402-441-7864 to see if the property is in a Focus/Target area.
• To qualify, the garage or shed must be dangerous/blighted and a plan must be in place to re-locate the current contents
• To qualify, a tree must be diseased, dying or dangerous
• Maximum grant of $1,500 per property
