It is used in conjunction with multiple other GIS layers by the Assessor's office as well as other offices throughout the county/city building.

In general, the attribute accuracy will be in the 98% range. The attributes were derived from the CAMA database and joined to the parcel coverage using the PID. A query on one county wide dataset containing 107,242 polygons yielded 742 polygons that do not contain ownership information (.69%). However, 604 of those polygons can be accounted for as being coded with a 900 series number in the PID. These are typically centrally assessed property and vacated roads and streets.

Property Situs addresses may not be complete especially for those properties that do not receive a valuation or a property tax statement (i.e. City of Lincoln, Lancaster County and other exempt entities). Additionally, some rural farm fields that do not contain a dwelling do not have a situs address listed.

Logical_Consistency_Report:

The dataset is topologically clean. All vectors intersect at nodes. No lines are entered twice. There should not be overshoots or undershoots (dangles). Each valid polygon has a coded label point. Some polygons may not have ownership information attached. These are most likely to be tracts of land that are centrally assessed by the State of Nebraska (for instance railroads) or sliver polygons created in the append process of all 864 mile section coverages into one county-wide coverage. The coverage was built using ArcGIS 9.2 workstation.

Completeness_Report:

Property data are continuously being processed and this dataset represents a snapshot in time. Accuracy rates of 96% to 100% can be expected over much of the county. Parcels which do not appear correct may also be reflective of one of the following: 1.) A split, combination, subdivision or townhome (i.e., a new account) that is not yet entered into the CAMA database or the GIS database at the time of publication; 2.) An incorrect PID was entered into the GIS coverage by accident causing erroneous ownership information to be attached to that polygon; 3.) Outstanding taxes that may be due on the specific property; 4.) Highrise condominiums pose a challenge because multiple ownership accounts are associated with a single parcel of land. A base condo account has been created for most of these situations but some tracts of land were coded with the first PID in the condo ownership series which could lead to a misunderstanding of the data.

Accuracies from sub-centimeter to 5 meters can be expected. An ideal mile section has eight GPS'd corners around it with positions within a centimeter. Parcels are drafted in using COGO with information from filed surveys and legal deeds. In the southern 1/6 of the county, two precincts have GPS corners yet to be processed. The parcels were digitized from paper plat maps and fit to temporary control. As a result, accuracies of 5 meters may exist and other county GIS coverages and aerials may appear to be displaced. The native projection of this dataset is referred to as 'county grid' and was designed to reflect ground surface measurments so distances between points will compare very well with local survey measurements.

The process to develop the Lancaster County Cadastre involved the work and cooperation of multiple departments. In the initial phase, GPS was used to survey and measure section and quarter-section corners throughout the county (8 points around a section, 864 mile sections). Next, section lines were snapped to these control points and legal right of way areas (33 ft., 50 ft. etc.) were drafted based on and parallel to the section lines. Next, the quarter section lines and other aliquot lines were drafted in according to proper PLSS surveying methodology. Finally any irregular tracts were entered using metes and bounds from surveys and deeds. This legal landbase layer then became the basis for creating the assessor's parcel layer. Parcels are typically identical to legal lots but sometimes, an ownership parcel is made up of multiple pieces of legal lots. The parcel layer was created by making a copy of each legal landbase section and then adding or deleting lines as necessary to create a map layer that reflects ownership tracts of land. Both the legal landbase and the parcelbase layer are maintained in Lancaster County. Centerlines of roads including the main section lines were removed from the parcel layer. In doing so, all road right of ways exist in the 'world' polygon and every parcel polygon reflects potential taxable land. Each parcel polygon was then coded with a parcel identifier that exists in the following structure: Precinct-Section-Block-Parcel-Subparcel and these are concatenated into one item called PID. The individual sections were then appended into one complete county-wide coverage and an Orion SQL table containing selected ownership information was joined to the polygon attribute table (PAT) using the PID. This Arc/Info coverage was then converted to a shapefile for easier distribution.
