Housing Classification

The Juvenile Detention Center consists of three housing units, each with a nine and eleven bedroom living area separated by a multi- use area. Each unit has direct access to a secure outdoor recreation area. The classification of these housing units addresses the complex issues and behaviors of youth in a secure facility. Females are housed in their own living unit, and contact with males will occur only during structured programs and activities. One living area accommodates newly admitted youth for an orientation period and also youth with special management needs and/or concerns. This living unit also has a sub- day room to provide an additional secure area for potentially dangerous youth who cannot interact with the general population. The other two housing units accommodate male youth who are classified into minimum and/or medium security.

Communications

The Juvenile Detention Center and Staff Secure Facility allows visitation, mail, and outgoing telephone service to residents. Postage is provided regularly for professional correspondence and periodically for personal correspondence. Youth may receive up to one book of self-adhesive stamps for their own personal use. Telephones that charge the person being called are available for resident use in the JDC. Staff Secure youth may utilize the agency telephone under the supervision of agency personnel. Youth may request to receive visits from individuals which have not been detained in either the detention center or staff secure facility within the last 12 months. Transportation

The Juvenile Detention Center entered into an inter-agency agreement with the Lancaster County Sheriff's office and the Lincoln Police Department to take over the duties of transporting juvenile offenders that are being held for Lancaster County. The Center has two full-time transportation staff. They are responsible for meeting the transportation needs of youth held in the Juvenile Detention Center and the Staff Secure Facility. Computerized Information System

To maximize the use of employee time and efficiently store and retrieve data, a computerized information system is utilized by the Lancaster County Juvenile Detention Center. The major function is an Resident Management System that allows data to be entered by Juvenile Detention Center Staff, Nursing Staff, counselors, and Educational Staff concerning the youth's behavior, activities, medical, and mental health data, etc. This will be beneficial for records retention and storage as well as statistical reporting. It is hoped that certain information will be accessed and utilized in order to make this an integrated system between various county and stage agencies.

Staff are trained during their initial training period with regular refresher courses as needed on the use of the information system.

Another important aspect of any computerized system is a method of purging data. Therefore, data will be purged in accordance with Nebraska Records Management Division Schedule 24 and Schedule 103. Data not covered by these two record retention schedules will be purged on an annual basis by the system supervisor.
