1) MINUTES: Approval of the minutes of the Board of Commissioners
meeting held on Tuesday, January 6, 1998. (A copy of the
minutes is on file in the Office of the Lancaster County

2) CLAIMS: Approval of all claims processed through Tuesday,
January 13, 1998.
3) ITEMS OF PUBLIC PARTICIPATION: It is the policy of the
Lancaster County Board of Commissioners to accommodate the public
to the greatest extent possible. Therefore, this agenda has been
prepared with items of greatest public interest at the beginning
with more routine items toward the end as a courtesy to those who
wish to speak with the County Board at this meeting. If you are
here to participate on an item and need special consideration
because of a schedule conflict or some other problem, would you
please let us know now so we can try to meet your needs.

Lancaster County Board of Commissioners which have been previously
supplied to each Commissioner in writing, which are relatively
routine and which are expected to be adopted without dissent. Any
individual item may be removed for special discussion and
consideration by a Commissioner or by any member of the public
without prior notice. Unless there is an exception, these items
will be approved as one with a single vote of the Board of

A. Setting a public hearing for Tuesday, January 20, 1998 at
1:30p.m. in the Commissioners Hearing Room on the first
floor of the County-City Building for special permit,
requested by Richard Batten, to place and live in a mobile
home while building a permanent residence, on property

Road and Southwest 70th Street.
B. Setting a public hearing for Tuesday, February 10, 1998 at
1:30 p.m. regarding the vacation of a portion of West

is broadcast live at 1:30 p.m. on Tuesdays will be re-
broadcast at 6:30 p.m. on Cablevision Channel 5.

1) MINUTES: Approval of the minutes of the Board of Commissioners meeting

MOTION: Hudkins moved and Campbell seconded approval of the
minutes of January 6, 1998. On call Campbell,
Hudkins, Steinman, Svoboda and Tussing voted aye.
Motion carried.
2) CLAIMS: Approval of all claims processed through Tuesday,

MOTION: Svoboda moved and Hudkins seconded approval. On call
Hudkins, Steinman, Svoboda, Tussing and Campbell
voted aye. Motion carried.
3) ITEMS OF PUBLIC PARTICIPATION:
Sue Eckley, Workers' Compensation and Risk Management Manager,
appeared and gave a brief presentation regarding a partnership entered
into with Lincoln Public Schools to conduct the Lincoln Safety and
Health Fair. The Safety and Health Fair will be held on March 15,
1998 from 1 p.m. to 5 p.m. at Pershing Auditorium and will be open to
the public.

Campbell stated traditionally the County Commissioners have
been considered a part of the base salary set from the County
Clerk, Clerk of the District Court and the Register of Deeds.
She noted that the five member committee who studied the
issue put the Commissioners at a base level of half of the
County Treasurer, however, she recommended amending the
resolution by setting the salary for the Commissioners at a
base with the County Clerk, Clerk of the District Court and
the Register of Deeds.
Steinman stated she felt there is a lack of understanding
about the jobs of elected officials in the County. She
further stated the office of Commissioner requires a great
deal of time and has been perceived as a part-time job,
however, it does take up more than a part-time effort.
Svoboda said he felt uncomfortable approving an increase in
salary for the Commissioners. He stated the Commissioners he
has worked with have put in a lot time and hard work,
however, he feels the salary should be frozen at the current
level and only increased by the vote of the people.
Hudkins said he agreed with Campbell's comments and added
that the present workload the Commissioners have is far
greater compared with the workload in 1987. He stated to do
the job right it requires more than part-time and that he has
no problem supporting the guidelines.
Tussing stated she also agreed with Campbell and that she
would feel more comfortable setting the salary for the
Commissioners at a base with the County Clerk, Clerk of the
District Court and Register of Deeds.
MOTION: Campbell moved and Hudkins seconded to amend Resolution 98-44
establishing the annual salary for the office of the County
Commissioner be set at $26,645.44 for 1999 and 2000 and at
$27,500 for 2001 and 2002. On call Hudkins, Steinman, Tussing
and Campbell voted aye. Svoboda voted no. Motion carried.
MOTION: Campbell moved and Tussing seconded to approve Resolution 98-44
as amended. On call Tussing, Campbell, Hudkins and Steinman
voted aye. Svoboda voted no. Motion carried.
B. A resolution for the following chief deputy annual salary increases

Campbell requested Consent Item 5G be voted on separately due to a
conflict of interest.
MOTION: Tussing moved and Hudkins seconded approval of the
Consent Items except Item G. On call Tussing, Campbell,
Hudkins, Steinman and Svoboda voted aye. Motion carried.
MOTION: Hudkins moved and Tussing seconded approval of Consent
Item 5G (an agreement with K and M Surveying). On call
Steinman, Svoboda, Tussing and Hudkins voted aye. Campbell
abstained. Motion carried.
6) ANNOUNCEMENTS:
A. The Lancaster County Board of Commissioners will hold a
meeting on Thursday, January 15, 1998 at 8:30 a.m. in the
Fourth Floor Conference Room in the old County-City
Building.
Hudkins stated the fourth floor of the old County-City
Building will be closed beginning January 15th and
the County Board will need to relocate their meeting at
another location. He suggested the meeting be held in the
Commissioners conference room located on the first floor of
the new County-City Building or the Mayor's conference room
located on the second floor of the new County-City Building.
7) OTHER BUSINESS:
A. Mike Morosin, past President of the Malone Neighborhood
Association and representing the Democratic Party,
appeared and made the following suggestions:
The County Board should be fiscally responsible Better
communications with the public regarding job responsiblities.
B. Campbell stated there was an unclear picture regarding
the Board of Health. She said there was concern
regarding whether there would be discussion about the
interlocal agreement. Campbell noted that Steve Beal,
Manager of Division of Health Promotion and Outreach,
followed up by calling Commissioner Hudkins and herself
to clarify that want the Board to listen from a policy
standpoint.
C. Eagan announced the Mid-Year Budget Review would be held
on Thursday, January 29, 1998 beginning at 8:30 a.m.
