1) MINUTES: Approval of the minutes of the Board of
Commissioners meeting held on Tuesday, November 10, 1998. (A
copy of these minutes is on file in the Office of the
Lancaster County Clerk.)
2) CLAIMS: Approval of all claims processed through Tuesday,
November 17, 1998.
3) ITEMS OF PUBLIC PARTICIPATION: It is the policy of
the Lancaster County Board of Commissioners to accommodate
the public to the greatest extent possible. Therefore, this
agenda has been prepared with items of greatest public
interest at the beginning with more routine items toward the
end as a courtesy to those who wish to speak with the County
Board at this meeting. If you are here to participate on an
item and need special consideration because of a schedule
conflict or some other problem, would you please let us know
now so we can try to meet your needs.

6) CONSENT ITEMS: These are items of business before the
Lancaster County Board of Commissioners which have been
previously supplied to each Commissioner in writing, which
are relatively routine and which are expected to be adopted
without dissent. Any individual item may be removed for
special discussion and consideration by a Commissioner or by
any member of the public without prior notice. Unless there
is an exception, these items will be approved as one with a
single vote of the Board of Commissioners. These items are

Manor, to voluntarily participate in the County

7) ANNOUNCEMENTS:
A. The Lancaster County Board of Commissioners will hold a
meeting on Tuesday, November 17, 1998 at 9:30 a.m. in the
conference room located immediately west of the County
Commissioners Chambers, Room 113, on the first floor of
the County-City Building.
B. The Lancaster County Board of Commissioners will not hold
a meeting on Thursday, November 19, 1998; instead they
will be attending a Tri-County Retreat at Platte State
Park from 9 a.m. to 3 p.m.
C. The Lancaster County Board of Commissioners will not hold
a meeting on Thursday, November 26, 1998 due to the
Thanksgiving Day holiday, instead they will hold a
meeting immediately following the regularly scheduled
County Board meeting on Tuesday, November 24.
D. The Lancaster County Board of Commissioners will hold a
meeting on Tuesday, December 1, 1998 at 8 a.m. in the
conference room located immediately west of the County
Commissioners Chambers, Room 113, on the first floor of
the County-City Building.
E. A public hearing will be held on Tuesday, December 1,
1998 at 1:30 p.m. in the County Commissioners/City
Council Chambers, Room 112, on the first floor of the
County-City Building for the vacation of a portion of
West Martell Road between Southwest 72nd and
Southwest 86th Streets in Lancaster County,

a meeting on Thursday, December 3, 1998 due to attendance
at the Nebraska Association of County Officials
convention in Omaha, Nebraska.

Peter Katt, attorney representing the applicant, appeared regarding
Comprehensive Plan Amendment Number 27b and County Change of Zone 147
and requested that both items be placed on pending for a date certain.
In response to a question asked by Campbell, Diane Staab, Deputy
County Attorney, stated she was unaware of a written pending items
policy, however, the Board traditionally acts
on any pending items by the end of the calendar year.
Campbell stated she raised the question because of a new configuration
of Commissioners.
Katt suggested rescheduling the items for public hearing when they come
off pending, as opposed to an action item, noting that it allow for
public comment.
MOTION: Campbell moved and Heier seconded to place Comprehensive
Plan Amendment 27b and County Change of Zone 147 on pending for
six months (May 18, 1999). On call Hudkins, Campbell, Steinman
and Heier voted aye. Motion carried.

titled and registered to the applicant. On call
Steinman, Heier, Campbell and Hudkins voted aye.

4) SETTING OF A PUBLIC HEARING:
Public hearings were set for Tuesday, December 8, 1998 at 2:30 p.m. in
the Commissioners Chambers, Room 112, on the first floor of the
County-City Building for notice of valuation change for omitted or
undervalued property for The Priestly Fraternity of Saint Peter and
Nebraska Nurseries.
5) OTHER BUSINESS:
Victor Glover appeared on behalf of his mother, Lorraine Glover, and
requested the Board of Equalization reconsider their previous denial
of a homestead exemption.
Steinman explained that the Board's vote was based on State Statute which
does not allow them any leeway. She explained the Board has visited with
the County's lobbyist to seek changes in the laws governing homestead
exemptions.
Glover asked if there was any recourse other than to appeal to the state
legislature.
Steinman suggested that Glover speak with the State Senator who
represents his mother's district.
6) ADJOURNMENT:
By direction of the Chair, the Board of Equalization meeting was
adjourned.
