A parent's support, child care, and health care obligation shall not reduce his or her net income below the minimum of $738.00 net monthly for one person, or the poverty guidelines updated annually int he Federal Register by the U.S. Department of Health and Human Services under authority of Section 673(2) of the Omnibus Budget Reconciliation Act of 1981, except minimum support may be ordered as defined in paragraph I of the Child Support Guidelines.
