The primary goal of the Juvenile Expediter Program has been to work with youth in detention (or at risk of being detained) by finding community-based alternatives to secure detention. The program is meant to address the 1) over-crowding in the detention facility, 2) the disproportionate number of minority youth in detention, and 3) to serve youth at the least restrictive but most appropriate level of care for the individual youth. It has also proven to be very cost-effective.
Over a two-year time frame, the Expediter Program reduced the population of the Lancaster County Detention Center on 364 occasions. In so doing, the Expediter Program saved the county over $800,000 during 2000 and 2001.
During 2001 alone it would have cost the County an additional $724,320 to serve the youth in detention had it not been for the Expediter Program. Despite the cost of running the Expediter Program, the county realized a savings of $428,922 over a 12-month period.
