The City of Lincoln Transportation and Utilities Solid Waste Management facilities follow Federal, State and Local compliance regulations in order to protect the environment and all human health and safety, including those that use and work at our facility. Our Division is committed to providing responsible management of all solid waste generated within Lancaster County in a cost effective manner and in compliance with its solid waste management plan.

From April 1 to November 30 annually, State law prohibits disposal of grass and leaves in the landfill.
Commercial refuse haulers and lawn maintenance companies hauling yard waste can deliver yard waste, brush and tree waste free of soil and other debris to the composting facility. Private residents using small vehicles and hauling only yard wastes may use this facility, but small vehicles cannot dispose of other waste items at this site.
Composting facility
All incoming loads must be covered and secured (LMC 8.32.070) to help reduce litter and blowing debris.

Material Requirements
Yard waste, brush and tree waste free of soil and other debris is accepted at this facility.
- Yard waste is defined as grass and leaves.
- Yard wastes must be free of garbage, litter and other debris.
- Clean brush or tree waste which is free of soil and other debris is accepted.
- All brush must be separated from grass and leaves and placed in the designated area.
- Plastic bags are not accepted. Yard waste can only be contained in special bio-degradable paper bags available at area retail stores or brought to the site in bulk without containers.

Bluff Road
Landfill gas (LFG) is a natural byproduct of the decomposition of organic material in landfills. LFG is composed of roughly 50 percent methane (the primary component of natural gas), 50 percent carbon dioxide (CO2) and a small amount of non-methane organic compounds. Methane is a potent greenhouse gas 28 to 36 times more effective than CO2 at trapping heat in the atmosphere over a 100-year period, per the latest Intergovernmental Panel on Climate Change (IPCC) assessment report (AR5).
Instead of escaping into the air, an active landfill gas collection system is in place at the Bluff Road Solid Waste Management facility capturing methane off of the landfill. In cooperation with Lincoln Electric System’s Terry Bundy Generating Station the landfill gas system is producing approximately four MW of electricity by converting the gas to energy and using it as a renewable energy resource. Using LFG helps to reduce odors and other hazards associated with LFG emissions, and prevents methane from migrating into the atmosphere and contributing to local smog and global climate change. In addition, LFG energy projects generate revenue and create jobs in the community and beyond.
