1) MINUTES: Approval of the minutes of the Board of Commissioners
meeting held on Tuesday, June 24, 1997.
(A copy of these minutes is on file in the Office of
the Lancaster County Clerk.)
2) CLAIMS: Approval of all claims processed through Tuesday, July
1, 1997, with the exception that the vote of any
Commissioner who might have a conflict of interest in
the payment of any claim shall be deemed an abstention
from approval for such claims alone.
3) ITEMS OF PUBLIC PARTICIPATION: It is the policy of the Lancaster
County Board of Commissioners to accommodate the public to the
greatest extent possible. Therefore, this agenda has been
prepared with items of greatest public interest at the beginning
with more routine items toward the end as a courtesy to those who
wish to speak with the County Board at this meeting. If you are
here to participate on an item and need special consideration
because of a schedule conflict or some other problem, would you
please let us know now so we can try to meet your needs.
COMMENTS FROM PUBLIC ON AGENDA ITEMS: Members of the public
who wish to comment on any item on the agenda may come

4) OLD BUSINESS:
A manager application for Craig A. Jelinek in connection with
a liquor license for Hillcrest Country Club located at 8901
"O" Street (Resolution 5524).
5) NEW BUSINESS:
A. Appointment of Charles Wiechart and Art Althouse to the
County Board of Zoning Appeals for five year terms.
B. A quitclaim deed with the City of Lincoln, in the amount of
$1, for property located at North 112th Street and Havelock
Avenue.
C. Renewal of a contract with Arthur Andersen LLP to provide
services regarding the County's health insurance premiums,
commencing September 1, 1997 and ending August 31, 1998, in
the amount of $12,000.
D. A subdivision agreement with Pester Enterprises, Inc.
agreeing to certain conditions in connection with Whispering
Pines 3rd Addition.
E. A referee agreement with Thomas E Stevens for the Lancaster
County Board of Equalization regarding the 1997 real estate
valuation protests, at a rate of $75 per hour.
F. A contract with Land Construction, Inc. for channel
maintenance for the County Engineer, in the amount of
$9,603.90.
G. An agreement with the Lincoln-Lancaster County Board of
Health for medical services for the Attention Center for
Youth at rates as specified in the agreement.
6) CONSENT ITEMS: These are items of business before the Lancaster
County Board of Commissioners which have been previously supplied
to each Commissioner in writing, which are relatively routine and
which are expected to be adopted without dissent. Any individual
item may be removed for special discussion and consideration by a
Commissioner or by any member of the public without prior notice.
Unless there is an exception, these items will be approved as one
with a single vote of the Board of Commissioners. These items

Research Institute, Inc. for the County Engineer, in the

7) ANNOUNCEMENTS:
A. The Lancaster County Board of Commissioners will not hold a
meeting on Thursday, July 3, 1997 due to the Independence
holiday.
B. The Lancaster County Board of Commissioners have scheduled
budget meetings to be held in the Fourth Floor Conference
Room of the County-City Building as follows:
Thursday, July 10, 1997 at 8:30 a.m. - Working Session*
Thursday, July 17, 1997 at 8:30 a.m. - Working Session
*Common Budget Meeting for joint budgets - Tentative date
of July 10, 1997; location and time to be announced.
Tuesday, July 15, 1997 from 8 a.m. to 10 a.m.; Board Proposed
Budget Working Session; County-City Building, Register of
Deeds Conference Room.
A public hearing will be held on Tuesday, August 12, 1997 at
7 p.m. in the Commissioners Hearing Room on the first floor
of the County-City Building.
Adoption of the County Budget will be on Tuesday, August 26,
1997.
C. Changes in real property valuation have been certified for
1997. Hearings with referees will be scheduled from June 18
through July 15 at Trabert Hall, 2202 South 11th Street. The
Board of Equalization has set final hearings for:

Norm Agena, County Assessor, suggested the Board have two
referees present for those hearings.
5) Three protests filed on personal property for 1997 by Pfizer,
Inc.
Agena recommended the three protests be denied on the basis of
the County Attorney's opinion.
MOTION: Campbell moved and Svoboda seconded to accept the
Assessor's recommendation and deny the three protests
filed on personal property for 1997 by Pfizer, Inc. On
call Campbell, Steinman and Svoboda voted aye. Motion
carried.
