The City of Lincoln’s Development Services team offers dedicated support for planning, building, and development within our community. Whether you are constructing a new building, making improvements to your property, or navigating City regulations, we are here to help.

The Development Services team is comprised of experts from the Building and Safety, Planning, Urban Development, Transportation and Utilities, and Health departments to ensure that development in Lincoln is safe, efficient, successful and supports a thriving, well-designed city. We work with homeowners, businesses, and developers to streamline the permitting process, provide guidance on zoning and land use, and support projects that enhance the quality of life in Lincoln.

Development Pre-Application Service

To improve your experience and provide greater clarity early in the development process, the City offers a Pre-Application Service. This allows you to submit a conceptual plan and receive guidance on land use, infrastructure, site planning, and more—helping to reduce risk and streamline your project.

Nebraska Capitol Environs Commission

The Nebraska Capitol Environs Commission is a unique board combining membership appointed by the City and by the State, empowered to protect and to advocate for improvements to the setting of the beautiful Nebraska State Capitol.

Lincoln MPO Officials Committee

The Lincoln Metropolitan Planning Organization (MPO) Officials Committee coordinates federal, state and local planning activities to ensure the efficient use of tax dollars to create timely transportation projects.

Planning Commission

The Lincoln/Lancaster County Planning Commission is a body of nine appointed residents who help ensure projects align with our community's vision for growth and development as presented in the Lincoln/Lancaster County Comprehensive Plan.

Urban Design Committee

The Urban Design Committee provides advisory services to city government on the design of city-owned buildings and other public projects, major public/private developments, and any private projects constructed on city right of way or other city property.
