Building Inspector

NATURE OF WORK


This is responsible technical enforcement work in the inspection of buildings under construction or alteration to determine and secure compliance with the municipal building and zoning codes and other related city and county codes and regulations. Work involves responsibility for inspecting buildings under construction, alteration, repair and demolition in order to enforce adherence to the building codes, zoning ordinances, safety and health ordinances and other related codes and regulations.

An employee of this position is required to perform final building inspections, investigate complaints or make other special inspections. Decisions are largely governed by a prescribed code and employees of this class work independently but in accordance with departmental regulations and established technical standards.

DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS


  • Knowledge of the materials, methods and practices involved in building construction and of the stages of construction.
  • Knowledge of the codes, regulations and ordinances governing building construction and zoning in the City of Lincoln.
  • Ability to read and interpret building construction plans and specifications and to recognize deviations from such plans in the construction process.
  • Ability to communicate effectively both orally and in writing.

MINIMUM QUALIFICATIONS


Graduation from high school or equivalent plus two years of experience in a building construction trade; or any equivalent combination of training and experience that provides the desirable knowledge, abilities and skills.

Plumbing Inspector

NATURE OF WORK 


This is responsible technical enforcement work in the inspection of new and modified plumbing installations to determine and secure compliance with the municipal and county plumbing, gas and gas piping, lawn irrigation and water conditioning codes and ordinances. Work involves responsibility for performing both field and office work in the inspection of new and modified plumbing, gas and gas piping, lawn irrigation and water conditioning systems and installations in order to enforce adherence to municipal and county codes and regulations. Work also involves technical examinations and the application of standard trade practices to inspection work.

Inspections are conducted independently, but in accordance with departmental regulations and established technical standards. Supervision is received through oral and written instructions and work is reviewed through reports submitted and occasional re-inspections by a technical or an administrative superior. Inspects and tests installations and repairs of plumbing and sewer systems, in both buildings and mobile homes, to enforce adherence to municipal and county codes; ensures that lines are guarded against cross connections.

Examines specifications, blueprints and plans of plumbing and gas piping installations; checks such items as pipe size, fixtures, ventilation and other plumbing details for compliance with municipal and county codes and regulations and accepted trade standards. Discusses plumbing, sewer, gas piping, lawn irrigation and water conditioning installations with contractors, property owners and other interested parties; explains and interprets municipal and county codes, regulations and standards. Reviews permit lists for assigned inspection district to see that no illegal plumbing or sewer work is being performed; reviews and authorizes permits for plumbing and sewer installations.

DESIRABLE KNOWLEDGE, ABILITIES AND SKILL 


  • Knowledge of the materials, methods and practices involved in installing, repairing and maintaining a variety of plumbing and sewer installations, equipment and appliances. 
  • Knowledge of possible defects and faults in plumbing and gas piping systems, of standard testing devices, and of effective corrective measures. ability to detect and locate defective plumbing and to ascertain the stage of installation when defects are most easily found and remedied. 
  • Ability to read and interpret plumbing construction plans and specifications and to recognize deviations from such plans in the construction process. 
  • Ability to communicate effectively both orally and in writing. 

MINIMUM QUALIFICATIONS


Graduation from high school or equivalent and two years of experience in the plumbing trade at the journey, supervisory or contractor level; or any equivalent combination of training and experience that provides the desirable knowledge, abilities and skills.

Mechanical/HVAC Inspector

NATURE OF WORK


This is responsible technical enforcement work in the inspection of new and existing HVAC systems to determine and secure compliance with municipal and county HVAC codes and ordinances. Work involves responsibility for the inspection of a variety of HVAC systems in order to enforce adherence to municipal and county codes and regulations and to protect the public against safety hazards caused by inferior materials and poor workmanship.

Work also involves technical examinations and the application of standard trade practices to inspection work. Inspections are conducted independently, but in accordance with departmental regulations and established technical standards. 

DESIRABLE KNOWLEDGE, ABILITIES AND SKILL 


  • Knowledge of the materials, methods and practices involved in installing, repairing and maintaining a variety of HVAC systems. 
  • Knowledge of possible defects and faults in HVAC installations and systems and of the stages when defects are most easily detected and remedied. 
  • Ability to read and interpret HVAC construction and installation plans. 
  • Ability to communicate effectively both orally and in writing. 

MINIMUM QUALIFICATIONS


Graduation from high school or equivalent and two years of experience in installing and repairing HVAC systems at the journey, supervisory or contractor level; or any equivalent combination of training and experience that provides the desirable knowledge, abilities and skills. 

Electrical Inspector 

NATURE OF WORK


This is responsible technical enforcement work in the inspection of new and existing electrical installations and systems to determine and secure compliance with municipal and county electrical codes and ordinances. Work involves responsibility for the inspection of a variety of electrical installations in order to enforce adherence to municipal and county codes and regulations, and to regulate electrical construction and installation work.

Work also involves technical examinations and the application of standard trade practices to inspection work. Inspections are conducted independently, but in accordance with departmental regulations and established technical standards.  

DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS 


  • Knowledge of the materials, methods and practices involved in constructing, installing and operating a variety of electrical installations, equipment and appliances. 
  • Knowledge of possible defects and faults in electrical wiring and appliances, of standard testing devices and of effective corrective measures.  
  • Ability to read and interpret wiring diagrams and specifications for electrical systems and installations and to recognize deviations from such plans in the construction process. 
  • Ability to communicate effectively both orally and in writing. 

MINIMUM QUALIFICATIONS


Graduation from high school or equivalent and two years of experience in the electrical trade at the journey, supervisory or contractor level; or any equivalent combination of training and experience that provides the desirable knowledge, abilities and skills. 

Housing Inspector 

NATURE OF WORK


This is responsible technical work inspecting a variety of housing units and establishing compliance with the City of Lincoln Property Maintenance Code. Work involves responsibility for inspections resulting from complaints received on structures, premises and residential dwellings located within the three-mile area of Lincoln and for routine inspections on all licensed rental property. An employee in this class is required to exercise independent judgment and initiative to ensure code compliance with performance subject to review by the Chief Housing Inspector through conferences and reports submitted. 

DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS 


  • Knowledge of legal procedures as related to the enforcement of municipal codes and ordinances. 
  • Knowledge of the City of Lincoln Property Maintenance Code, residential building codes, and fire, plumbing, mechanical, electrical, apartment licensing, zoning and other related codes and ordinances. 
  • Ability to express oneself clearly and concisely, both orally and in writing.  
  • Ability to recognize faulty construction or hazardous plumbing, fire, heating, electrical and sanitary conditions created by deterioration and/or neglect and to implement and follow up on effective corrective measures. 

MINIMUM REQUIREMENTS


Graduation from high school or equivalent with six months experience in the construction trades, housing repair and code enforcement, or any equivalent combination of training and experience that provides the desirable knowledge, abilities and skills
