“A” Street from 40th Street to 56th Street

Purpose

The purpose of this project is to preserve the transportation asset, improve the reliability of the transportation system and perpetuate the mobility of the traveling public.

The existing asphalt surface is between 28 and 37 years old, and therefore is at or beyond the end of its anticipated service life. Previous mill and overlays of different sections of “A” Street have been completed in the years shown below:

  • 1986 – Cotner to 56th Street
  • 1988 – 40th to 48th Street
  • 1995 – 48th to Cotner Boulevard

The asphalt on this segment is currently rutted through the extents of the corridor and was patched in 2012. Additional patching and maintenance have taken place continually throughout the corridor. The existing roadway has areas of patching and thermal cracks. The pavement must be resurfaced to eliminate further infiltration of water, one of three necessary components for continued reaction and deterioration. The existing Pavement Condition is rated as poor to very poor with PCI scores of 16 to 30 provided by the StreetSaver System.

Project Area

Need

The need for this project is to preserve and extend the service life of existing facilities and enhance safety by using safety conscious design. The improvements would satisfy existing and future traffic needs and conditions in a manner conducive to safety, durability, and economy of maintenance.

The width of “A” Street changes throughout the corridor. The two-lane section from 40th Street to 48th Street is approximately 27.0 feet from back-of-curb (BOC) to back-of-curb. The three-lane section from 48th Street to 56th Street is approximately 31.5 feet from BOC to BOC. A two-way left-turn lane (TWLTL) is recommended to be added to the existing two-lane section from 40th Street to 48th Street to reduce rear-end crashes and increase traffic flow. Widening the existing roadway is needed for a three-lane section to meet the Nebraska Board of Public Roads Classifications and Standards.

Signals at the intersections of “A” Street & 48th Street, “A” Street & Cotner Boulevard, and 48th Street & Cotner Boulevard are at the end of their anticipated service life.

Scope of Work

The project would consist of a mill and overlay of “A” Street from 40th to 56th streets; adding a center turn lane along “A” Street from 40th to 48th streets; and repairing the pavement base as needed. Pedestrian ramps, inlet tops, and curb and gutter would also be reconstructed. Other proposed improvements include signal replacements at the intersections of 50th Street, South Cotner Boulevard and “A” Street; 48th and “A” streets; and 48th Street and South Cotner Boulevard. A roundabout would be installed at the intersection of 40th and “A” streets. A Rectangular Rapid Flashing Beacon (RRFB) pedestrian crossing would be installed near 52nd Street, which may result in removal of the pedestrian signal. 50th Street north of “A” Street will be closed to “A” Street.

Right-of-Way

The proposed project would require the acquisition of additional property rights, which could include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). If your property is impacted by this project, you will be contacted by a representative once the design footprint has been established.

Environmental Resources

Historic districts and properties are within the project area and would be identified as sensitive areas. Effects to historic properties are being considered, and comments related to historic properties would be taken at the public meeting. No wetland and/or other water resource impacts are anticipated, and no mitigation would be required.

Project Schedule

Construction could begin as early as fall of 2028 and be completed by spring of 2030.

Access During Construction

A portion of the proposed project would be constructed with lane closures controlled by appropriate traffic control devices and practices. During certain phases of work, a detour for “A” Street traffic would be required. The detour would use Normal Boulevard, South Street, and 56th Street. Local access would be maintained when possible. Access may be limited at times due to phasing or driveway approach reconstruction. Access for emergency services would be maintained at all times.
