1st and Cornhusker Intersection Improvements Project

Project Summary

The City of Lincoln, in partnership with the Federal Highway Administration (FHWA), is proposing improvements to the intersection of North 1st Street and Cornhusker Highway. These improvements consist of replacing the intersection’s traffic signals and related infrastructure. It would also include reconstructing nearby pavement, sidewalks, a trail and curb ramps to allow for smooth traffic flow in both directions.

Project Location

Purpose and Need

The purpose of the proposed project is to preserve the transportation asset, improve the reliability of the transportation system and perpetuate the mobility of the traveling public. The need for this project is due to the existing intersection infrastructure and control have exceeded its expected lifespan. It does not conform with current City guidelines or specifications, nor does it accommodate existing and future traffic volumes. Additionally, the project is needed due to the existing pedestrian and trail crossings do not meet current Americans with Disabilities Act (ADA) guidelines, and because there is a 900-foot gap along Oak Lake Trail, north of Cornhusker Highway.

Scope of Work

The improvements on this project would consist of replacing the intersection’s traffic signals and related infrastructure. It would also include reconstructing nearby pavement, sidewalks, a trail and curb ramps to allow for smooth traffic flow in all directions.

Right of Way

The proposed project would require the acquisition of additional property rights, which could include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). If your property is impacted by this project, you will be contacted by a representative once the design footprint has been established. Access to adjacent properties would be maintained during construction but may be limited at times due to traffic phasing requirements.

Potential Impacts

The proposed project would convert a small portion of the northwest corner of the Sandhills Global Youth Complex property to support intersection improvements and trail enhancements. This area lies outside the facility’s fenced boundary and would not affect the baseball or softball fields. Access to the Complex will be maintained at all times during construction.

Schedule

The project is currently in design. Construction is anticipated to take place in 2027.

Access During Construction

Cornhusker Highway and 1st Street would be constructed under traffic with lane closures controlled by appropriate traffic control devices and practices. The portion of the project along North 1st Street would be constructed under traffic. During construction, 1st Street pedestrian and bike traffic would be detoured along newly constructed sidewalk along the west side of 1st Street. Work would not be required on the designated pedestrian detour route.
