
Project Location
This transportation improvement project is approximately 1.10 miles in length and is located on “A” Street, from approximately 75 feet west of 4th Street to about 350 feet east of 17th Street in the City of Lincoln, Lancaster County, Nebraska.
Scope of Work
This project would improve “A” Street between 6th and 17th streets. This corridor would include two through lanes and a middle-turn lane. A traffic signal would be replaced at 17th Street and a single-lane roundabout is planned at 13th Street. A sidepath is proposed from 4th Street to 11th Street on the north side of “A” Street; a sidepath is a type of pedestrian and bicycle facility wider than a standard sidewalk. The project would also remove private walking paths located between the curb and the sidewalk. Additional improvements are noted below.

Purpose and Need
The purpose of the project is to preserve and extend the service life of existing street facilities, enhance safety and technology, and improve capacity for existing and future traffic and pedestrian conditions. The need for this project is based on current conditions of the roadway and traffic signal infrastructure, as well as crash rates.
Project Funding
Accommodation of Traffic
Area property owners, pedestrians, and drivers would experience phased road closures for thru traffic to accommodate the proposed roadway improvements and roundabout intersection construction. Local access would be maintained to the extent possible using side streets, alleyways, and sidewalks.
These closures would require a detour route for “A” Street (for roadway improvements) and for 13th Street (for roundabout construction). Traffic would be controlled by appropriate traffic control devices and practices. Sidewalks would be temporarily closed during construction, and designated sidewalk detour routes would be marked with signs. Designated alternate pedestrian routes will utilize “A” Street, 4th Street to 17th Street, on the opposite side of the street from which work will be performed.

Right-of-Way
The project would require the acquisition of additional property rights, which could include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). If your property is impacted by this project, you will be contacted by a representative once the design footprint has been established. Access to adjacent properties would be maintained during construction but may be limited at times due to phasing requirements.
Schedule
Construction could begin as early as winter of 2026 and be completed by the fall of 2027.
