MPO Management Plan

The MPO Management Plan(PDF, 9MB)  presents an outline of the Lincoln Metropolitan Planning Organization (MPO), its organizational structure and responsibilities, as well as the procedures used to carry out the federally-mandated transportation planning process in the Lincoln region.

Public Participation Plan

The Lincoln MPO Public Participation Plan (PPP)(PDF, 11MB)  is a proactive process which seeks to provide complete information, timely public notice, full public access to key decisions and the early and continuous involvement of the public in the development of transportation plans and programs. The MPO supports and encourages early and continuous public participation and input to the planning process and adheres to the principles of Environmental Justice and Title VI of the Civil Rights Act as part of the metropolitan "3-C" planning process (comprehensive, cooperative, and continuing).

Title VI Policy

The City of Lincoln has a nondiscrimination policy and procedures, also referred to as the Title VI Plan, which addresses how the MPO is integrating nondiscriminatory practices in its transportation planning, public participation, and decision making. Title VI is a short way to refer to requirements of the federal Civil Rights Act of 1964 and other legislation that direct the fair treatment and meaningful involvement of all people - regardless of race, color, national origin, disability, age, gender, or income status - in programs and activities receiving federal funding, including for transportation.

Unified Planning Work Program

The Unified Planning Work Program (UPWP) describes the transportation planning activities and products to be developed by the the MPO and other transportation planning agencies. This is a short term planning tool used to define specific annual goals and projects to be performed or managed by participating agencies or the MPO. The UPWP is the basis for allocating federal, state and local funds for transportation planning within Lancaster County during the fiscal year.

Transportation Improvement Program

The Transportation Improvement Program (TIP) is a shorter range planning document that reflects transportation project spending over the next four years. Project details are provided, such as project description, cost, funding source, and funding year.

Long Range Transportation Plan

The Lincoln MPO 2050 Long Range Transportation Plan (LRTP) provides the blueprint for the area's transportation planning process over the next 25-30 years.
