License Plate Recognition (LPR) provides automated recognition of license plates. The LPR system consists of high-speed cameras mounted on a Park and Go Vehicle, and a computer to convert the data from electronic images of vehicle license plates into a readable format, and then compares the information against the City of Lincoln Parking Violations database of license plates. The camera attaches, date, time, and location information, to include GPS coordinates, to the digital image and it is maintained electronically in a central location to provide a means of ensuring the license plate was properly converted.
It is the purpose of this policy to provide City of Lincoln Parking Services with guidelines and principals for collection, analysis, retention and destruction of information regarding LPR data.
The LPR server will purge all data that is “Read” after 90 days. All data that is considered a “Hit” will be kept with the parking citation for an indefinite time. The definition for “Read” is a license plate that was read by the LPR unit but not related to any parking violation. The definition of ‘Hits” is a license plate that is read and results into a parking violation/citation.
The City of Lincoln may use the “Reads” for data analysis that would include parking studies for On-Street and Off-Street Purposes. This data will be purged after 90 days.
The LPR will alert Parking Services employees if a vehicle is “Wanted” by the City of Lincoln Police Department. Parking Services will call the police desk when they come across a “Wanted” vehicle.
The data collected by the LPR unit will not be shared by any other parties.
The City of Lincoln will report usage of the LPR unit to the Nebraska commission of Law Enforcement annually and display the information on our web site. The usage report will include the time the LPR unit was active, the number of hits, wants and manual entries and the purpose of that entry.
