Appeal a Citation

We try to make appealing a parking citation as easy as possible.

If you would like to dispute a citation, fill out the Appeal Form below or you can visit our office at 1100 “N” Street to file a paper appeal.

Note: We ask that you provide evidence corresponding with your citation that will support your circumstance, such as a proof of registration, a handicapped placard, etc. You may send a scan or photos of this information in a separate e-mail to parking@lincoln.ne.gov with your citation number as the subject title.

How do I appeal a parking citation?

An Appeal Form can be filled out by clicking the link above or in our office. It must be submitted within 14 calendar days after notice of the citation.

What information do I need for the form?

You will need to know the citation number, date it was issued, and the license plate or VIN number. If the citation was issued for improper registration or for not having a handicap placard, you must provide evidence corresponding with your citation (current registration and photos of your front and back plate, handicap placard, etc.).

What happens when an Appeal Form is filed?

The citation is put on hold for the amount owed until the appellant is notified of the decision. The vehicle will not be immobilized as a result of this citation while in the process of an appeal.

How long does the appeal process take?

The appeal will be reviewed within 7 business days. If you do not receive a decision within that time, please contact the office at 402-441-PARK.

How will I be notified of the outcome?

You will receive an e-mail, if a legible e-mail address is provided. If not, a letter will be sent to the mailing address. It is the applicant’s responsibility to contact the office if an e-mail or letter has not been received within 7 business days of filing the appeal.

What if the citation is dismissed?

If the citation is dismissed or reduced to a warning, no further action is needed.

What if the citation is NOT dismissed?

A payment will need to be made immediately. An additional $15.00 administrative fee will accrue after 7 calendar days from the letter date, if not already applied.

If my initial appeal is rejected, and I still disagree, what is the next step?

You may request an Administrative Hearing. This is the next level of review and is initiated by a cash, check, or money order deposit equal to the amount of the citation at the time of request. Visit our office or mail a check with a note requesting the Administrative Hearing within 14 calendar days following the original review. The Urban Development Dept. will schedule a hearing and contact you via e-mail or letter sent to the mailing address.

If the initial appeal and hearing are rejected, what is the next step?

Any person aggrieved by the decision of the Director or Urban Development may appeal such decision to the District Court through the provisions established in Nebraska Revised Statutes § 15-1201 et seq.
