Mayor Nominates Marvin as Urban Development Director

Mayor Leirion Gaylor Baird today announced her nomination and intent to appoint Dan Marvin as the next Urban Development Director for the City. Marvin served as director from 2019 until July 2023 and is currently retired. If approved by the City Council, he will start July 14. Marvin replaces Peter Hind, who served as director since 2023.

We are delighted to welcome him back to the team,” said Mayor Leirion Gaylor Baird. “With Dan back on the team, we will keep delivering transformative projects that boost our economy, strengthen our neighborhoods, and grow the great life for all in Lincoln.”
Hind announced in March he has accepted the position of Chester E. Dean Endowed Professional Chair in Architecture and Associate Professor of Architecture at the University of Kansas School of Architecture and Design in Lawrence, Kansas. Hind’s last day with the City will be August 1.
Marvin is a longtime Lincoln resident who moved to Lincoln from Beatrice in 1978. Marvin served as an At-Large member of the Lincoln City Council from 2005 to 2009 and as a member of the Lincoln-Lancaster County Planning Commission. From 2009 to 2013, Marvin served as the Secretary/Executive Director of the West Haymarket Joint Public Agency (JPA) and played key roles in the development of the governance and financial structure of the JPA.

Marvin has also served on the City Infrastructure Finance Committee and the Lincoln Economic Development Task Force. He was Chair of the South of Downtown Affordable Housing Subcommittee and was a member of the Community Health Endowment and Lincoln Electric System Boards. Marvin has worked as a financial advisor since 1982 and earned his bachelor’s degree from the University of Nebraska-Lincoln in 1981.
The Urban Development Department manages Lincoln's share of federal Community Development Block Grant funds, serves as the City's Redevelopment Authority, coordinates acquisition of Right of Way and sales of City property, and manages public parking resources.
The department includes three divisions:
- Economic Opportunity: Facilitates redevelopment efforts and manages public parking resources
- Livable Neighborhoods: Works to increase safe, affordable housing; help residents become successful first-time homeowners; support neighborhood vitality; and address homelessness issues
- Administration: Ensures federal requirements are met and assists the other divisions with financial management, data analysis, and information communication
