Project Location

Identified as Randolph St, Capitol Pkwy – 40th, Lincoln, the proposed project is approximately 1.25 miles in length and is located on Randolph Street, beginning at Capitol Parkway and ending approximately 200 feet east of South 40th Street in the City of Lincoln, Lancaster County, Nebraska. Project limits also include 200 feet north and south on South 33rd Street and South 40th Street and 75 feet north and south on side streets. Improvements would not be made to South 27th Street. Construction may begin and/or end approximately 100 feet ahead of or beyond the actual project limits and an additional 200 feet north and south along South 33rd and South 40th streets to accommodate transitioning the pavement.

Purpose and Need

The purpose of this project is to preserve and extend the service life of this roadway and enhance driver and pedestrian safety. The improvements would meet future traffic needs in a manner conducive to safety, durability, and economy of maintenance. The need for this project is based on current conditions of the roadway and traffic signal infrastructure.

Scope of Work

Roundabout Benefits at 33rd and 40th Street Intersections

Explore the safety benefits of the proposed roundabouts at South 33rd and South 40th streets. Designed to slow speeds, reduce conflict points, and improve traffic flow, these roundabouts would help vehicles, pedestrians, bicyclists, buses, and trucks navigate intersections more safely and with less delay.

Accommodation of Traffic

Construction would require phased closures of Randolph Street between Capitol Parkway and South 40th Street. These closures would require a designated detour route for through traffic. The designated detour route for Randolph Street improvements would utilize Capitol Parkway, ”L” Street or “K” Street, Antelope Valley Parkway, “O” Street, and South 48th Street. The designated detour route for the South 33rd Street roundabout construction would utilize “A” Street, Capitol Parkway, South 27th Street, and “O” Street. The designated detour route for the South 40th Street roundabout construction would utilize “A” Street, South 33rd Street, and “O” Street. Construction may limit or close local access to driveways during some phases. Properties that would experience no vehicle access would be notified. Local access would otherwise be maintained using side streets, alleyways, and sidewalks. Access to local businesses and emergency services would be maintained during construction. StarTran Bus Route #53 may be temporarily impacted; coordination is ongoing. Sidewalks would be temporarily closed during construction on one side of the street at a time and an alternate route on the opposite side of the street would be available.

Right-of-Way

The project would require the acquisition of additional property rights, which could include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). If your property is impacted by this project, you will be contacted by a representative once the design footprint has been established.

Schedule

Construction could begin as early as spring of 2027 and be completed as early as the spring of 2028. The project would be delivered in multiple phases to minimize disruptions to traffic, residences, and businesses.
