Project Summary
The City of Lincoln is proposing the improvement of approximately one mile of Cotner Boulevard from “O” Street to Starr Street. The existing street on this segment of Cotner Boulevard generally consists of two 9-foot-wide lanes and a 9-foot-wide center turn lane. This project would begin at the intersection of “O” Street and extend north along Cotner Boulevard to the intersection of Starr Street. This project also includes improvements at the Cotner Boulevard and Holdrege Street intersections.

Purpose and Need
The purpose of this project is to preserve the transportation asset, improve the reliability of the transportation system and perpetuate the mobility of the traveling public.
The need for this project is based on current conditions of the street and traffic signal infrastructure. With the alterations of pavement throughout the area, there would be an additional need to update the pedestrian circulation path network to the latest Public Right-of-Way Accessibility Guidelines (PROWAG) Standards from the U.S. Accessibility Board.
Scope of Work
The improvements on this project consist of pavement and base repairs where necessary, milling and resurfacing the asphalt portions of Cotner Boulevard from “O” Street to Starr Street, as well as curb and gutter repair and sidewalk improvements. Traffic signals at the intersections of Cotner Boulevard with Holdrege Street and Starr Street / N 66th Street would be upgraded, including installation of Americans with Disabilities Act (ADA) curb ramps. Storm sewer inlets may need to be replaced or relocated to accommodate sidewalk and curb ramp improvements.
Potential Impacts
The structure over Deadmans Run is not anticipated to be impacted by this project. Wetland impacts are not anticipated for this project.
Right-of-Way
The project would require the acquisition of additional property rights, which could include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). If your property is impacted by this project, you will be contacted by a representative once the design footprint has been established.

Schedule
The project is currently in design. Construction is tentatively planned to begin summer 2027 with completion in the spring of 2028.
Access During Construction
Due to the street widening on portions of Cotner Boulevard, a detour would be required for part of the project. Construction would be completed in phases to limit temporary closures. The two main phases would be “O” Street to Vine Street and Vine Street to Starr Street. Designated detours would be provided using “O” Street, N 66th Street, and Vine Street. Throughout the project, local traffic would be maintained except in areas where construction would be actively occurring. Access to adjacent properties may be limited at times due to phasing requirements. For residences with direct access to Cotner Boulevard, driveways may be closed for 5-10 days while the roadway and driveways are reconstructed. The City and project contractor would coordinate with affected property owners and residents during construction and prior to access restrictions.
During construction, sidewalk and trails would have temporary closures. These closures would be limited to one side of the street or intersection at a time. Mopac trail, Bethany Park Trail, and sidewalk users would be detoured to the opposite side of the street during any closures.
