Parking Plan

County-City Employee Parking

Employees will be assigned to park at the Carriage Park Garage or Center Park Garage during construction. Both temporary garages provide ADA-compliant parking to ensure accessibility for all staff.

Public Parking

During the expansion project, there are several parking options available to the public doing business at the County-City downtown campus.

  • Free street parking around the County-City downtown campus
  • Metered stalls on 10th Street available on a first-come, first-served basis
  • Public parking garages including the Carriage Park Garage (1128 “L” St.) and Center Park Garage (1120 “N” St.)
  • Beginning Spring 2026, free temporary public parking on 9th and “J” (555 South 9th Street)

For those visitors utilizing the Carriage Park and Center Park Garages, a newly developed StarTran route that loops every 15 minutes between the two garages and the County-City downtown campus will be available for 25 cents for the duration of the expansion project. Regular StarTran routes between the public parking garages and the County-City downtown campus also are available.

Project Timeline

February 13, 2026:
Last day for employees and visitors to park in the North Lot.
February 16, 2026:
North Lot employees begin using temporary parking garages.
Early 2027:
New parking garage expected to open to all employees and visitors.

South Lot employees will be notified when they will begin using the temporary parking garages in 2026. A date will depend on construction progress and has not been determined.

Trolley Information

  • The StarTran trolley route offers service to a variety of nearby locations including the County/City campus, Carriage Park and Center Park garages, and riders who will utilize the Multi-modal Transportation Center.
  • The trolley is open to the public with a 25 cent fare and free for all County and City employees with proof of a City/County ID badge.
  • The trolley operates Monday through Friday from 6:15 a.m. to 8:30 p.m.
  • The trolley route is designed to loop every 15 minutes, with service every seven minutes between 11 a.m. and 1 p.m. The full schedule is available on the StarTran website.
  • Trolley pick-up and drop-off stops are clearly marked near parking garages and building entrances.

Starting at the StarTran Transfer Center on the northwest corner of 11th and “L” Street, the Trolley travels south on 11th Street, turns west on Lincoln Mall, north on 10th Street, east on “K” Street, north on 14th Street, west on “Q” Street, south on 8th Street, east on “P” Street, south on 11th Street, and back to the Transfer Center on 11th and “L” Street.

While the trolley is a primary transportation option for County/City employees using temporary parking garages, several regular StarTran routes also provide direct service between the parking areas and the County–City campus.

Getting to the County/City Buildings

From the Transfer Center at 11th & “L”:

  • Take Trolley or Routes 51 or 56 and get off at the 9th & “J” Street stop

From the bus stop at 11th & “N”:

  • Take Trolley or Route 51 and get off at the 9th & “J” Street stop

Leaving the County/City Buildings

From the 10th & Lincoln Mall stop to the Transfer Center at 11th & “L”:

  • Take Trolley or Routes 13, 51, or 56
  • All routes return to the Transfer Center / Carriage Park Garage

From the 10th & Lincoln Mall stop to the 11th & “N” Street stop:

County/City Building Entrance and Hours

Please use the main entrance on the east side of the County/City Building at 555 South 10th Street. Doors at the main entrance are unlocked from 6 a.m. to 6 p.m. Monday through Friday.

The doors on the west side of the County/City Building are permanently locked. Community members and employees can enter the building through the front doors on the east side of the building.

Parking Plans

What is the timeline to prepare for temporary parking garage changes?

The County-City employee parking relocation timeline is as follows:

  • Monday, January 12, 2026 – Free trolley service is available to County and City employees with proof of a County-City badge. Employees are encouraged to take a test ride between the parking garages and County and City campus before temporary parking begins.
  • Monday, February 16, 2026 – County and City employees currently parking in the North Lot begin parking in the Carriage Park Garage, 1128 “L” St.
  • Early to mid-2026 – Construction of the MMTC begins and employees who use the parking lot south of the County-City Building will be assigned to the Center Park Garage, 1120 “N” St. Additional updates will be provided as the project progresses.
  • Early to mid-2027 - The North Lot Parking Garage expansion is expected to be completed.

There is no cost to employees who work at the County and City campus for using the temporary parking garages.

Will I lose my parking spot during construction?

Employees who use the South Lot may continue parking there until construction of the MMTC begins in early to mid-2026. These employees will be assigned to the Center Park Garage (View Map(, 0B)) at that time. Additional updates will be provided as the project progresses.

Where will visitors and the public park?

Where will County-City pool cars and interns park?

Pool vehicles with use 500 West "O" Street and 440 South 8th Street parking stalls. Interns will need to coordinate with their supervisors and will be assigned to park in the Center or Carriage Park garages.

Where will County-City employees park?

Will there be enough spots for people relocating from the North and South Lots?

Yes. Temporary accommodations at Carriage and Center Park Garages will accommodate the additional need.

What happens if there is no room to park at the Carriage Park or Center Park garage?

If the “Full” sign is on at the entrance of the parking garage, County/City employees will still be able to enter their assigned parking garage. The public will not be allowed to enter the garage during this time. Park and Go adjusts for space counts every day to ensure long-term/monthly users always have a parking space.

Will temporary parking be handicapped accessible?

Yes. ADA-compliant parking will be maintained in temporary parking garages.

How long will I have to park elsewhere?

The temporary parking arrangement will last for the duration of construction. Updates will be provided as the schedule is finalized. The garage is expected to be completed in early 2027.

Getting to Work: Trolley Info

Who can use the trolley?

The trolley is available to the public and free to all City and County employees who show their City/County ID badge to the trolley operator when they enter the bus.

How often will the trolley run?

Frequent loops will operate during peak hours. We estimate wait periods of 15 minutes or less.

Where will the trolley pick-up and drop-off?

Stops will be clearly marked near temporary parking areas and building entrances. These route stops include the listed stops below, among others. Stops bolded are the primary stops for County-City employees.

What if I don’t feel safe waiting on the street?

If you don’t feel comfortable waiting on the street, you can wait inside until the trolley is close. Stops will be clearly marked near parking areas and entrances. Use the RideLNK app to track your trolley in real time. The trolley loops frequently, keeping wait times short.

I work in County Corrections. Will I have to ride with someone just released from court?

The trolley is open to the public, so this is possible. Trolleys run frequently. Please plan your trip accordingly.

What if the trolley is full at 4:30 p.m.?

Trolleys loop frequently and wait times are expected to be brief even during peak periods.

Will I Still Have to Pay for Parking?

Will I still have to pay for parking during construction? What about once the parking garage is complete?

Individual County and City employees will not pay for parking during construction. There may be parking costs for other employees who park in the parking garages and visit the County-City campus for meetings. Each department may independently arrange to offer validation codes at their own expense for employees, board and committee members, and the general public who park in Carriage Park and Center Park garages. Departments wanting to set up validation codes must contact Tony Bisesi, Parking Services Manager, Urban Development, at 402-441-6097 or TBisesi@lincoln.ne.gov.

Some nearby private lots closer to City Hall also have parking available for employees. These options are offered by NEBCO, FMNE Insurance, and Concorde Management. They are separate from City-provided parking and must be arranged and paid for individually.

Who pays for new parking once construction is complete? Departments or employees?

Both may contribute depending on the department you work for. More information will be available closer to construction completion.

Once the North Lot Parking Garage expansion is completed, will there be a key card given to County-City employees to access the lot?

Once the North lot expansion is completed in early-mid 2027, all County and City employees and members of the public will be able to park in this lot. Information on access methods will be provided closer to the garage opening.

Can we still use the tunnel from the north parking garage to the County-City building when the North Lot expansion is complete?

The tunnel will be closed during construction. When complete, tunnel access will be available to County/City employees only.

Once the Garage is Complete

Does the garage need to be fully completed before use?

Yes. This ensures everyone’s safety.

Will pedestrian access be affected?

Safe walking routes will be maintained around the North and South Lot sites during construction.

Weather and Accessibility

How will snow removal be handled at parking garages?

All temporary parking garages will be plowed and maintained. Park and Go will provide these services as they typically do at all parking garages.

How will people with mobility issues get to work?

All parking garages and trolleys are ADA accessible.

What if I’m late because of parking or the trolley?

As with any construction in Lincoln, employees are expected to adjust their commute times to account for changes in parking or transit.

Transition Timing & Payroll Deductions

When do employees who currently park in the North Lot between “L” and “K” and 9th and 10th streets need to start parking in the Carriage Park garage?

Employees who park in the North Lot will begin parking in the Carriage Park garage starting Monday, February 16, 2026.

When will the employee parking deduction stop being taken from individual employees who pay for parking?

Parking deductions will end January 1, 2026. Payroll will automatically remove the deduction.

When will parking charges resume?

Parking charges will resume when employees transition back to the new North Lot garage, anticipated to be completed in early 2027. More information on cost and charges will be announced closer to the completion of the new parking garage.

What is the cost of parking when employees transition to the new North Lot parking garage?

The cost of parking will be determined closer to when the new North Lot parking garage construction is complete.

When will the North Lot close for construction?

The North Lot is expected to close on Friday, February 13, 2026. County and City employees will need to begin using their assigned temporary parking garage at Carriage Park or Center Park parking garages on Monday, February 16, 2026.

When will the South Lot close for construction?

No. Saturday Husker sports game day parking is not part of the City’s arrangement. Only employees working on game days may park in the garage.

Will all County and City employees get to park in Carriage Park or Center Park garages?

Can I select a different parking lot or garage that is not Carriage Park or Center Park?

Yes. Employees may choose a different parking garage or lot at their own cost.

Can I park in the surrounding neighborhood?

Yes. Please be respectful of neighbors and follow all posted parking designations.

May I park at two-hour limited-time parking around the County-City campus?

Time-limited parking is intended for the public doing business with County-City offices. There is a two-hour limit for metered parking stalls. It is not recommended for employee use. The two-hour time limit will be enforced, and vehicles will be subject to being towed.

Is my commute time part of my workday, since it will now take longer?

No. Commute time between an employee's home and their usual workplace is not considered "hours worked" under the Fair Labor Standards Act (FLSA).

What happens if employees are late to work?

Employees are expected to plan accordingly for a longer commute or walk.
