Prior to beginning construction, an approved Individual Notice of Intent (INOI) permit is required for erosion and sediment control on individual lots—primarily residential—that are part of a larger common plan of development (e.g., subdivisions). Projects disturbing less than one acre must still implement adequate erosion and sediment controls to prevent offsite sedimentation into Waters of the State, neighboring properties, and the public right-of-way.

Please allow a minimum of two business days for INOI permit processing before submitting for a Building Permit.

Open Citizen Access at permits.lincoln.ne.gov/CitizenAccess.
Click on the “New Users: Register for an Account” button in the lower left-hand corner of the screen.
After reviewing the Account Registration information and reading the General Disclaimer, click on the check box to accept the terms online. Click the “Continue Registration” button to continue the registration process.
Fill out the registration form. Fields marked with an * are required and must be completed to continue. After all required fields are complete, click “Add New” to fill out your information.
After depressing “Add New” the Select Contact Type should display. Select “Contractor” NOTE FOR RESIDENTS: Residents would select Owner.
Depress “Continue” when done.
Complete the required fields on the contact information page. Hit “Continue” when done.
If you completed everything successfully, a “Contact added successfully” message should display. Depress the Continue Registration button to complete the registration.
You are now ready to start submitting INOI permits online.
INOI Permit Submittal
Login to Citizen Access.
Click the LTU tab to access the INOI permits page
Select “Create an Application” – the General Disclaimer should appear. Check the box to accept the terms of the disclaimer and click “Continue Application” to move forward in the process.
If you already had a license, you would come to the “Select a License” screen.
You can select your license (INOI ACA Account), or you can simply select “None Applicable” from the drop down.
Click “Continue Application.”
If you never had a license, move to step 5 – Permit Selection.
Select the type of permit. For small site INOI permits, select NOI Individual Lots. Click “Continue Application” when done.
Fill in the required address fields (marked with an *).
For example, your address is 555 S 10th Street, Suite 203. You would ONLY enter 555 for the Street number, and 10th for the Street Name.
Hit Search. The Parcel Number field should auto populate if the address is valid.
If your address is not valid, Building and Safety will NOT ACCEPT your application.
You will have to REAPPLY for a new INOI Permit with a valid address
To verify your address, use the GIS Map Service from the City of Lincoln website: lincoln.ne.gov/GIS.
From the GIS Viewer page, input the address from the permit application in the search box in the upper right corner of the screen:
The results should appear in the upper left corner.
Select the thumbtack, (1) Intersection Locator – the actual address will display, select it and the map will zoom to the location on the map.
Select the parcel for the address of the permit – it should be visibly outlined on the map and the ownership information should be displayed. Compare this information to what is entered in Accela under the Address Information>Construction Site Address.
Click “Continue Application” once you have a valid address populated
Owner, Applicant and 24-Hour Contact are required for the INOI application. You can choose “Select from Account”, or “Add New.” Select from Account will bring in your information from your user account. If you want to submit alternate information not already saved in the system, you can select “Add New.”
Fill out all required fields (indicated with an *).
When you are finished, click “Continue Application”
NOTE: Selecting the Save and Resume Later button, allows you to save your work and return to the application later by going to My Records and clicking Resume Application
You will need to provide the Subdivision Name, Lot Number and Block Number for the lot you are building on. You will need to check all boxes and type your first and last name to acknowledge your responsibility and awareness of the sediment and erosion requirements of the INOI permit.
Verify the information is accurate. Click Edit to make any necessary changes.
Click “Continue Application” when done.
If everything was accepted, you should receive a confirmation your application was successfully submitted.
Upon staff approval, you will receive an authorization letter sent to your email for the address requested.
New Account Registration Pay a Reinspection Fee
The applications you applied for should display under Records. If you have a fee, it should display as “Pay Fees Due”
Fees for this permit should display, click “Continue Application” to display payment options.
Currently, the only online payment method accepted for INOI is credit card. Please note, there will be a convenience fee charged to the total that must be paid by you, the applicant. Populate all the required fields (indicated with an *). Click on “Submit Payment” when done.
