INOI Permit Requirements & Citizen Access Information

Prior to beginning construction, an approved Individual Notice of Intent (INOI) permit is required for erosion and sediment control on individual lots—primarily residential—that are part of a larger common plan of development (e.g., subdivisions). Projects disturbing less than one acre must still implement adequate erosion and sediment controls to prevent offsite sedimentation into Waters of the State, neighboring properties, and the public right-of-way.

Citizen Access Portal Registration

  • Applicants must register for an account through the Citizen Access (Accela) web portal to submit an INOI application.
  • A valid email address is required to complete the registration and receive authorization.
  • Incomplete applications will not be processed.
  • Once approved, an authorization letter will be emailed to the address provided on the application. This letter must be presented – either printed or electronically – at the Building and Safety counter when applying for a Building Permit.

Processing Time

Please allow a minimum of two business days for INOI permit processing before submitting for a Building Permit.
