The US Housing & Urban Development Department requires the City of Lincoln -- specifically the Urban Development Department -- to submit documentation of the use of the use of federal funding programs, including Community Development Block Grant (CDBG), the HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG).

The Five-Year Strategic Plan is a unified, comprehensive vision for community development in Lincoln. It serves as a tool to coordinate economic, physical, environmental, community, and human development activities for five years. The current plan spans September 1, 2023, to August 31, 2028.

The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual report of federally funded programs like Community Development Block Grants (CDBG) and HOME Investment Partnerships Program (HOME). It serves as an end-of-year evaluation of these activities and accomplishments, demonstrating progress towards the goals outlined in the Consolidated Plan and Annual Action Plan.

Resident Participation Plan
The City of Lincoln is required by law to have a Resident Participation Plan that details how the public can be involved in the “Consolidated Plan” process and implementation. The current plan was updated in April 2023 and outlines engagement for CDBG, HOME, and ESG federal grant programs.

Analysis of Impediments to Fair Housing
The Assessment of Fair Housing requires communities to analyze a series of fair housing issues, take protected classes into consideration (i.e. race, color, religion, national origin, familial status, sex, and disability), identify contributing factors, and develop goals and meaningful actions to create more integrated and balanced living patterns and improve access to opportunity for all. This Analysis of Impediments to Fair Housing was updated in 2023.
