Expand General Provisions and Requirements Special Provision General Provisions and Requirements

These Special Provisions amend or supplement the City of Lincoln Standard Specifications for Municipal Construction, 2023 Edition and other provisions of the Contract Documents as indicated herein. All provisions that are not so amended or supplemented via these special provisions remain in full force and effect.

Expand Chapter 3 – Portland Cement Concrete (PCC) Chapter 3 – Portland Cement Concrete (PCC)

Section 3.01.B and Table 3.01B are void and superseded by the following.

3.01 Materials

B    Inter-ground/Blended Portland Cement Concrete (PCC)

All Portland Cement Concrete (PCC) mixes, except those listed above shall be modified by the use of the following Inter-ground/Blended cements that conform to the requirements in ASTM C595 and the following requirements as specified below.

  1. Type IL Cement
    Type IL cement shall be a Portland-limestone cement which is pre-blended or inter-ground by the cement manufacture and conforming to the requirements of ASTM C 595. No additional SCMs may be added at the concrete plant.
  2. Type IP Cement
    Type IP cement shall be a Portland-pozzolan cement which is pre-blended or inter-ground by the cement manufacturer and shall conform to the requirements of ASTM C 595 and meet the NDOT Alkali Silica Reaction Requirements and Testing. No additional SCMs may be added at the concrete plant.
  3. Type IS Cement
    Type IS cement shall be a Portland blast-furnace slag cement which is pre-blended or inter-ground by the cement manufacturer with a replacement of 35% +/- 5% Slag (Ground Granulated Blast Furnace Slag) and shall conform to the requirements of ASTM C 595 and meet the NDOT Alkali Silica Reaction Requirements and Testing. No additional SCMs may be added at the concrete plant.
    Slag cement shall conform to ASTM C989, Grade 100 or Grade 120. Certified mill tests shall be provided to the City’s Project Manager.
  4. Type IT Cement
    Type IT cement shall be a Ternary blended cement which is pre-blended or inter-ground by the cement manufacturer and shall conform to the requirements of ASTM C 595 and meet the NDOT Alkali Silica Reaction Requirements and Testing. No additional SCMs may be added at the concrete plant.

A City Engineer approved water reducing admixture shall be used in all inter-ground/blended modified concrete mixes at the dosage rate recommended by the manufacturer. The water-cement ratio of all inter-ground/blended modified concrete shall not exceed the maximum limit for the various classes of concrete as shown in Table 3.01 B.

Notes:
  1. All mixtures shall contain a City Engineer approved water reducer at the manufacturer's recommended dosage rate.
  2. Type IP, Type IS, or Type IT may be used. For Temporary Pavement, Type I/II or IL cement is allowed.
  3. The maximum slump may be exceeded by use of City Engineer approved mid to high range water reducers and/or superplasticizers.
  4. Calcium Chloride may be added as per NDOT Standard Specifications for Highway Construction.

This table is for proportion ranges only. Actual mix design weights for specific applications will be provided or approved by the City Engineer.

Expand Chapter 6 – Asphaltic Concrete Construction Chapter 6 – Asphaltic Concrete Construction

Section 6.01E of the 2023 City of Lincoln Standard Specifications is void. The use of Recycled Asphalt Shingles (RAS) will no longer be allowed.

Expand Chapter 21 – Storm Drainage Systems Chapter 21 – Storm Drainage Systems

Section 21.01.N shall be added.

21.01 Materials

N. HP Storm Polypropylene Pipe
  1. HP Storm Polypropylene Pipe shall be double wall with a smooth interior and annual exterior corrugations manufactured in conformance with ASTM F2881. Polypropylene pipe shall be approved in all applications, including right of way, 12-60 inch diameter.
  2. Pipe shall be joined using a bell & spigot joint meeting the requirements of ASTM F2881. The joint shall be laboratory watertight testable up to 15 psi, according to the testing procedures of ASTM D3212. The joint shall have two watertight gaskets and be watertight testable when separated 2” from the home position, according to the testing procedures of ASTM D3212. Gaskets shall meet the requirements of ASTM F477. Gasket shall be installed by the pipe manufacturer. A joint lubricant available from the manufacturer shall be used on the gasket and bell during assembly. 12- through 60-inch diameters shall have a fused exterior bell wrap installed by the manufacturer.
  3. All pipe shall be provided by manufacturing facilities that are certified through the AASHTO Product Evaluation & Audit Solutions.

Section 21.03.A and 21.03.B shall have the following additions.

21.03 Laying Pipe

A. General

HP Storm Polypropylene Pipe shall be installed in accordance with ASTM D2321 “Practice for Underground Installation of Thermoplastic Pipe for Sewers and Other Gravity-Flow Applications” and manufacturer recommended installation guidelines. Storage and handling on site shall be provided to protect the pipe and pipe ends from damage. Protective wrapping on factory installed gaskets shall remain intact until the pipe section is ready for assembly. Bell and spigot assembly shall be free from debris and any foreign matter to assure a quality seal. Lubricant per the manufacturer's recommendation shall be used to enable proper assembly.

B. Basis of Payment

HP Storm Polypropylene Pipe, constructed in conformance with these Standard Specifications and accepted by the City’s Project Manager, shall be measured from inside face of structure to inside face of structure, or to the end of the pipe.

Payment for Polypropylene pipes shall be made at the contract unit price bid per linear foot for PP STORM DRAIN, "; for the various sizes shown on the proposal. Such payment shall be full compensation for all excavation, bedding, jointing, backfill, materials, equipment, tools, labor, and incidentals necessary to complete the items of Work called for as per plan.

Section 21.04.A shall have the following additions and Table 21.04 B shall be added.

21.04 Curved Reinforced Concrete Strom Drainpipe

A. Curved HP Storm Drain Pipe

HP Storm Polypropylene Pipe can be laid on a curved alignment as a series of tangent (straight sections) deflected horizontally at each joint. The joint articulation shall not exceed 3 degrees. See Table 21.04 B for minimum bend radii based on Lay Length (LL).

Curvilinear layouts can also be completed through the use of fittings, per manufacturers recommendation.

Section 21.05.A shall have the following addition.

21.05 Connections to Existing Storm Drains

A. General

When connecting Polypropylene Pipe to existing pipe materials (RCP to PP or PP to PP) concrete collar, MarMac dissimilar coupler, or engineered approved equivalent shall be specified and utilized.

Taps of new storm drains to existing storm drainage may utilize Inserta Tee where possible, otherwise utilize typical tap methods.

Section 21.13.A shall have the following addition.

21.13 Reinforced Concrete Flared End Sections (RC FES)

A. General

When called for on the plans, reinforced concrete flared end sections, with or without grates, shall be installed at the locations and grades indicated. If the reinforced concrete flared end section is to be joined directly to polypropylene pipe, concrete collar, MarMac dissimilar coupler, or engineered approved equivalent shall be specified and utilized.

Section 21.22 shall be added.

21.22 Deflection Testing

  1. Polypropylene Pipe under roadway pavement shall be deflection tested no sooner than 30 days after installation or prior to paving, whichever occurs first. If pipe under roadway pavement does not pass inspection, additional storm sewer can be inspected at the discretion of the City’s Project Manager.

    The internal diameter of Polypropylene Pipe shall not be reduced by more than 5% of its design diameter. If the installation does not meet these requirements, the pipe shall be remediated or removed and replaced at no additional cost to the Department. No additional time waiting period shall apply for retesting following repair of the line and proper compaction of the backfill, unless otherwise directed by the City’s Project Manager.

  2. Optional devices for deflection testing include electronic deflectometers, calibrated television or video cameras, or properly sized "go, no-go" mandrels. Deflection measurements can be made directly with extension rulers or tape measures at 10’ feet (3 m) increments in pipes that allow safe entry.
  3. The Contractor shall furnish all labor, tools, and equipment to perform all the tests specified. The costs associated with the testing are to be considered subsidiary to the costs of the storm drainage lines and manholes.

City of Lincoln, Nebraska, Standard Specifications Appendix A Pay Item List shall have the following addition:

Expand Project Ties Project Ties

This project is tied with City of Lincoln Project #_________. In order to be eligible for award of this contract, bidders shall submit a completed bidding proposal for this project and City of Lincoln Project #_________. Award of the contracts, if awarded, will be based on the combined low bid for all contracts. Separate contracts will be awarded for each project.

Expand Pre-bid Meeting Pre-bid Meeting

A pre-bid meeting will be held for this project. Attendance by Contractors or an authorized representative bidding the project is strongly recommended. The intent of the pre-bid meeting is to provide a forum for prospective bidders to ask questions of the City of Lincoln and their representatives about the project requirements and inspect the project site. It is intended that questions will be answered either at the meeting and/or through formal addendum.

Expand Tree Clearing Tree Clearing

Tree clearing is prohibited during the period between March 31 and August 31 unless approved by a qualified biologist and the City’s Project Manager. If trees are to be cleared during the prohibited period, field surveys for nesting birds along with information regarding the qualifications of the biologist performing the surveys shall be thoroughly documented and maintained on file by the Contractor until completion of the project. Migratory bird surveys and compliance with the Migratory Bird Treaty Act will not be paid for directly and shall be considered subsidiary to other items for which direct payment is made.

Removal of trees prior to Beginning of Work will not count against contract time allowance provided the Contractor submits a written request per City of Lincoln Specification General Conditions & Requirements Section VII.B.

Expand Tree Protection Tree Protection

No trees have been identified for removal on this project. The Contractor shall protect all trees that are not required to be removed in this project. Where necessary, the Contractor may have to hand dig around tree to prevent damage to roots.

Any form of protection chosen by the Contractor, such as fences, ropes, etc., shall be furnished, erected, and maintained by the Contractor. Any trees that appear to have significant root damage caused by excavation or any tree that needs trimmed in or from the public right-of-way, shall be coordinated with the Project Manager or his representative who shall contact the City Arborist to verify any necessary actions in saving, trimming, or removing the damaged tree.

Tree protection completed in conformance with these Special Provisions and accepted by the City’s Project Manager, shall not be measured and paid for separately. Such cost shall be considered a part of the unit prices for which direct payment is made.

Expand Lawn Sprinkler Systems Lawn Sprinkler Systems

The Contractor shall locate, flag, and protect, existing lawn sprinkler systems located within the project area. This work shall not be paid for directly and shall be considered subsidiary to other items for which direct payment is made.

When a lawn sprinkler system is damaged due to negligence by the Contractor, it shall be repaired at the expense of the Contractor.

When a lawn sprinkler system needs to be replaced, relocated or adjusted in order to complete the Work, it shall be approved by the Project Manager and paid as an ‘Extra Work Item’.

Sprinkler repair efforts shall occur immediately following adjacent Work if it is known that damage was done to the system during Work efforts. If no visual damage occurred during construction but damage is reported by the homeowner at a later date, the Contractor shall have 7 days to repair the system affected by their work.

Expand Assignment of Contracts Assignment of Contracts

Article VI, Section L shall have the following addition:

The Contractor shall perform with his own organization contract work amounting to not less than 50 percent of the total contract amount.

No portion of the contract shall be subcontracted, assigned, or otherwise disposed of except with the written consent of the Assistant Transportation Director. Requests for permission to sublet, assign or otherwise dispose of any portion of the contract shall be in writing and accompanied by showing that the organization which will perform the work is particularly experienced and equipped for such work. The Contractor shall give assurance that the minimum wage for labor as stated in his proposal shall apply to labor performed on all work subcontracted, assigned or otherwise disposed of in any way. Consent to subcontract, assign or otherwise dispose of any portion of the contract shall not be construed to relieve the Contractor of any responsibility for the fulfillment of the contract.

In the event the Contractor permits work under this contract to be performed by forces other than by his own organization without obtaining prior written consent of the Assistant Transportation Director, such work shall be considered unauthorized and will not be paid for under the provisions of the contract.

Expand Construction Staking Construction Staking

Article 1.01, Section A – General shall have the following addition:

This is a City of Lincoln pavement rehabilitation project. Field survey by a surveyor has not been completed. It has been designed based on City of Lincoln staff field inspections. Repair locations on plans are estimated locations only. Actual field repair limits and locations will be marked by the City. The construction staking bid item shall include all survey and calculations necessary for the Contractor to construct the project to meet existing field conditions. It is recommended that the Contractor survey any areas they feel are necessary to complete the work prior to removal.

Expand Equipment Bid Items Equipment Bid Items

Item includes hourly rate for use of the piece of equipment and labor to operate said equipment for work as directed by the construction project manager for work that is outside the scope of all bid items for the project. Equipment time hours must be discussed and approved by construction project manager prior to completing the work. Payment for DUMP TRUCK 10CY, SKID LOADER, AND FRONT END LOADER 3 CY shall be paid for at the Contractor's unit price bid per hour. Payment shall be full compensation for labor, tools, equipment, materials, and all other incidentals necessary to complete the work in accordance with the Plans.

Replace Sanitary Sewer Manhole Rings, Frame and Cover Replace Sanitary Sewer Manhole Rings, Frame and Cover

Article 22.07.K shall have the following addition:

Replacement of sanitary sewer manhole adjusting rings, frame and cover shall be measured and paid for at the contract unit price per each for REPLACE SANITARY SEWER MH RINGS, FRAME AND COVER. This price shall be full compensation for removal of the existing manhole rings, frame and cover and replacement of manhole adjusting rings, frame and cover as well as all labor, tools, equipment, materials, and incidentals necessary to install these items.

Mobilization Mobilization

Article 1.00.B shall have the following modification:

No measurement is required. 50% of the bid item for mobilization will be paid with the initial pay estimate. The balance of the bid item for mobilization will be paid when 20% of the value of the Work has been completed. The bid amount for mobilization should not exceed 10% of the total bid amount (including mobilization).

In the event the lowest responsible bidder exceeds the 10% mobilization percentage criteria, payments shall be as follows:

  • 50% of the bid item for mobilization, not to exceed 5% of the total bid amount, will be paid with the initial pay estimate.
  • Upon the completion of 20% of the Work, excluding mobilization, the City will pay up to 10% of the total bid amount.
  • Upon final completion of the Work, the remaining balance of the bid for mobilization will be paid.
