2040 Long Range Transportation Plan Update

Dear Community,

Every five years, we conduct a complete update of the Comprehensive Plan and a full update of the Long Range Transportation Plan. We are required to complete the update to the LRTP by the end of 2016 to meet this schedule. The Planning Commission will be meeting regularly throughout the update process to be informed of updates, provide feedback, and participate in topical discussions. Please contact the Planning Department with any questions you may have about the update process.

The LRTP is consistent in its principles and policies with the Transportation chapter of the City-County Comprehensive Plan, but it contains additional detail on finances and project priorities as required by the federal government to maintain our eligibility for federal transportation funds. The LRTP must be adopted by the Lincoln Metropolitan Planning Organization (MPO), a separate agency with representation from City, County and State officials. The MPO Officials Committee adopted the 2040 LRTP in December of 2011.

2040 Long Range Transportation Plan (LRTP)

The Lincoln Metropolitan Planning Organization's (MPO) 2040 Long Range Transportation Plan (LRTP), which is supplemented by a Technical Report, provides the blueprint for the area's transportation planning process over the next 25 years. The transportation planning process is a collaborative effort between the City of Lincoln, Lancaster County, the Nebraska Department of Roads (NDOR), StarTran transit and other agencies, where the multimodal transportation system was evaluated and a set of recommendations were made with extensive public input. This Transportation Plan meets all federal requirements and addresses the goals, objectives, and strategies to meet the community's vision for the future. It was developed in coordination with LPlan 2040, the Lincoln-Lancaster Comprehensive Plan. 

Lincoln MPO's 2040 LRTP was adopted by the MPO on December 1, 2011. The 2040 LRTP will be updated through a new public process that will be completed by the end of 2016. 

LPlan 2040 

LPlan 2040 is the Lincoln-Lancaster County 2040 Comprehensive Plan. The Plan embodies Lincoln and Lancaster County's shared vision for the future, out to the year 2040. It outlines where, how and when the community intends to grow, how to preserve and enhance the things that make it special, and strategies for implementing the vision for how we will live, work, play and get around in the future. 

The development of LPlan 2040 is coordinated with the formulation of the Long Range Transportation Plan, a separate document that is required for the City and County to receive federal transportation funds. 

LPlan 2040 will be updated with new information and retrieved data during 2016. 

Public Process

Multiple public meetings with opportunity for input and information will occur throughout 2016. The Planning Commission will act as the main public body that guides the process. Public open houses, on-line information, focus groups and public hearings will all be used to engage the public throughout the process.

LRPT Committee

The process to update LPlan 2040 and the LRTP will be guided by the City-County Planning Commission. The City Council and the County Board of Commissioners adopt the Comprehensive Plan. 

The transportation element is guided by the Lincoln Metropolitan Planning Organization (MPO). The MPO Technical Committee comprised of staff from the City, County and State, provided technical support and guidance, while the MPO Officials Committee adopts the Long Range Transportation Plan (LRTP).

Following the review process, a draft of the updated Comprehensive Plan and LRTP will have formal public hearings before the Planning Commission and then before the City Council and County Board. The LRTP will be presented to the MPO Officials Committee for adoption in late 2016 and will subsequently need to be accepted by State and Federal agencies.

What is a Long Range Transportation Plan (LRTP)? 

A Long Range Transportation Plan (LRTP) fulfills the requirements of the Federal Transportation planning process by describing the transportation needs of a community for at least 20 years. The LRTP is guided by the Lincoln Metropolitan Planning Organization (MPO) and is required to be updated every five years. 

The plan must consider the full complement of transportation modes – roads, bicycles, pedestrians, trails, transit, parking, railroads and airports. In Lincoln and Lancaster County, the LRTP is consistent with the Transportation chapter of the Comprehensive Plan, but provides a greater level of detail regarding projects and financial information. 

What is LPlan 2040?

LPlan 2040 is the 2040 Lincoln-Lancaster County Comprehensive Plan. The Comprehensive Plan goes through a major update every ten years. The last major update resulted in the 2040 Lincoln-Lancaster County Comprehensive Plan and was adopted in 2011. Minor updates like the one underway are conducted in the interim, about every five years. The updated Plan will continue to look out to the year 2040. 

What is a Comprehensive Plan?

A Comprehensive Plan is a community's common vision of what it wants to be like in the future. Such plans typically look twenty to thirty years in the future. Comprehensive plans deal mostly with the physical characteristics of a city or a county. They contain the vision and plans a community needs to guide future changes. These plans illustrate where tomorrow's homes, schools, parks, shopping areas, employment centers, and other uses will be located and how they will develop. They often show natural and environmentally sensitive areas a community may want to preserve and enhance for its children and grandchildren. 

What is in a Comprehensive Plan? 

Comprehennsive Plan typically includes plans and policies for the following:
